NE Legislature Advances Pipleine Reclamation Measures


LINCOLN, Neb. (AP) — Nebraska lawmakers have advanced a measure setting guidelines for pipeline companies to follow when they restore farmland and ranchland disturbed during construction.

Requirements under the Oil Pipeline Reclamation Act are intended to restore construction areas as close as reasonably possible to the condition, contour and vegetation that existed prior to construction.

Sen. Kate Sullivan of Cedar Rapids says her plan is based on reclamation rules in Montana and South Dakota and would not hinder pipeline construction in Nebraska.

It sets rules for pipeline companies to follow, but it would not supercede agreements made between a company and a landowner.

Grading, seeding and restoring active cropland are included in the measure, which Sullivan says will protect Nebraska landowners if a pipeline crosses their land.

Keadle Found Guilty Of Sexual Assault

FREMONT, Neb. (AP) — A Nebraska jury has rejected a man’s claim that a medical condition would have made it impossible for him to rape a sleeping teenager.

Joshua Keadle was found guilty Thursday of first-degree sexual assault of a minor. The 30-year-old who has been linked to the 2010 disappearance of a Peru State College student had claimed that erectile dysfunction would have kept him from raping the 15-year-old in Fremont in 2008.

The sexual assault happened in December 2008 at a residence hall at what was then Midland Lutheran College. Keadle will face up to 50 years in prison when he is sentenced.

Keadle remains a person of interest in the December 2010 disappearance of a Peru State College student, Tyler Thomas. No charges have been filed in that case.

Two of ‘Beatrice Six’ Can Proceed With Lawsuit

BEATRICE, Neb. (AP) — A Gage County District Court judge has rejected motions by the state to dismiss the lawsuits of two people wrongly convicted in a 1985 Beatrice murder-rape case.

Judge Daniel Bryan said in his rulings Thursday that the lawsuits filed by two of the so-called Beatrice Six against the state can proceed.

Ada Joanna Taylor and James Dean sued the state for $500,000 each, saying they were wrongfully convicted in the rape and murder of Helen Wilson in February 1985. Four others also were convicted and sentenced to prison in the case. The six were pardoned in 2009 after DNA evidence exonerated them.

Beatrice radio station KWBE reports that Bryan acknowledged Taylor and Dean “have an uphill climb” to prove their cases, but that the cases should be heard.

One Dead in Wellfleet Auto Accident

WELLFLEET, Neb. (AP) – Authorities say a 31-year-old woman died after her sport utility vehicle crashed into a school bus that had stopped at a railroad crossing in western Nebraska. The Lincoln County Sheriff’s Department says the crash occurred a little before 4:30 p.m. Wednesday at the crossing on U.S. Highway 83 south of Wellfleet. Wellfleet is 23 miles south of North Platte. There was only a driver on the bus. The woman’s 3-year-old daughter was driving with her.
All three were taken to Great Plains Regional Medical Center in North Platte. The little girl and the bus driver were listed in stable condition. The SUV driver had died. Their names have not been released.

Hutchinson, KS man arrested after slow speed chase on moped

A 29-year-old Hutchinson man led police and sheriff deputies on a less than high speed chase Tuesday afternoon.

Matthew Pritchard was arrested on charges of flee and elude, reckless driving, driving while suspended, criminal damage to property, DUI, his 3rd, illegal transportation of liquor, interference with law enforcement and misdemeanor theft.

The chase started when police attempted to make a traffic stop and Pritchard fled on the scooter.

The chase ran through the west side of Hutchinson, and even on a portion of the Jim Martinez trail before he was stopped near the trail off of Avenue F.

Police say the chase never reached speeds above 30-miles-per-hour.

Husker Baseball Opens Four-Game Set With LA Tech Today

The Nebraska baseball team looks for a third straight win today as they open a four-game weekend series against Louisiana Tech at Hawks Field. The Huskers knocked off Cal on Monday to earn a four-game series split with the Golden Bears, and then defeated South Dakota State on Tuesday. The Huskers are 11-6 on the season and 5-2 on this season-long seventeen-game homestand. The Louisiana Tech Bulldogs dropped to 9-7 this season with a 3-1 loss to Creighton in Omaha last night. The Huskers will send sophomore right-hander Zach Hirsch to the mound for his fifth start of the season. He’s 1-1 in his first four outings. Louisiana Tech will counter with freshman righty Phil Maton, who is 3-0 on the season. First pitch in Lincoln this afternoon is scheduled for 3:05.

Husker Football Wraps Up Pre-Spring Break Portion of Spring Practice

The Nebraska football team wrapped up the pre-Spring Break portion of their spring practice, working out for two hours in full pads yesterday afternoon. After three practices this spring, head coach Bo Pelini says he likes what he’s seeing. “I thought we had a good first three days of practice, a good start to spring,” Pelini said. “If we can continue along this path, with the tempo and attitude we’ve had up through the first three days, we’ll get a lot done this spring.” The Huskers get the rest of this week and all of next one off before resuming spring workouts on Monday, March 26.

New State Spending Plan Advances in NE Legislature


LINCOLN, Neb. (AP) — Nebraska lawmakers have advanced a new state spending plan that includes an additional $41 million for child welfare services, disaster aid and other priorities.

The budget-adjustment bill won first-round approval Wednesday in the Legislature. The measure updates the state’s $7 billion, two-year budget that passed last year.

The proposal includes $24 million for child care subsidies, and $18.5 million to reduce the caseloads and address other problems within the state’s child welfare system.

It also would increase the reimbursement paid to doctors, hospitals and nursing homes that serve Medicaid patients. The partial rate increase would cost $9.6 million, to offset a rate cut that lawmakers approved last year.

The plan adds nearly $9 million to the governor’s emergency program to help cover a recent increase in natural disasters.
