Combined DNA Index System Makes 200th Hit. Also CODIS Contains Many Offender Profiles
The Nebraska State Patrol (NSP) Crime Laboratory has recorded its 200th match through the Combined DNA Index System (CODIS). The 200th hit, involved DNA from a Lincoln burglary case.
CODIS is a database of DNA profiles searched against each other to identify any potential matches that can be used to aid an investigation. A CODIS hit provides new investigative information on a case by comparing a target DNA record against the DNA records contained in the database.
“The CODIS data base is an invaluable investigative tool for law enforcement agencies across the state,” said Colonel David Sankey, Superintendent Nebraska State Patrol. “Our Crime Laboratory takes great pride in maintaining the database and ensuring its integrity.”
Developed by the Federal Bureau of Investigation (FBI), CODIS was established in 1994 by the DNA Identification Act and implemented in 1998. One part of CODIS is the National DNA Index System (NDIS). NDIS contains DNA profiles contributed by federal, state and local participating forensic laboratories. Currently all 50 states participate in NDIS.
The NSP Crime Lab is the only CODIS repository/laboratory in the state. In 1997, Nebraska passed the DNA Detection of Sexual and Violent Offenders Act allowing for the collection of DNA from state offenders convicted of felony sex and other specified offenses. In 2010, the Sex Offender Registration Act and the DNA Identification Information Act were amended to allow for the collection of DNA samples from all sex offenders and convicted felons.
From 1997 to 2005, the NSP Crime laboratory received approximately 300 offender DNA samples a year. In 2006, the number doubled to approximately 600 samples. Today, the NSP Crime Laboratory receives approximately 6000 offender DNA samples in a year.
On a weekly basis the NSP Crime Lab searches its DNA records to see if there is a match in the database. If there is a match, CODIS automatically returns messages in the system to the laboratories involved. The local labs then evaluate the materials and release the information to the law enforcement agency working the case.
As of August 2012 the NDIS contained nearly 10 million offender profiles and more than 447,300 forensic profiles.
Nebraska currently has 19,181 offender profiles and 1,060 forensic samples in CODIS.
Thursday Sports Day – Four More MLB Playoff Games; Earnhardt Out Two Races

UNDATED (AP) — No matter what, two of the four playoff series in baseball will come to an end tonight as the Detroit-Oakland and Cincinnati-San Francisco series are tied at 2-2. The other two series could end today as well as the Cardinals and Yankees lead their respective series 2-1.
In the first game of the day the Reds and Giants are squaring off in game 5 of their best of 5 series. The Giants evened things up yesterday with an 8-3 win over the Reds in Cincinnati. This afternoon’s game is being played in the Queen City as well with Matt Cain, a 16 game winner this season, facing Mat Latos, who was 14-4.. The visiting team has won every game in this series so far.
In Washington this afternoon the Nationals are playing host to the Cardinals in game 4 of their series. The Cardinals took a 2-1 lead yesterday with a commanding 8-0 win. The defending World Champion Cardinals are going for the clincher today with16 game winner Kyle Lohsh against 10-8 Ross Detwiler. The Nationals are trying to keep alive what has been a magical season in the Nation’s Capital.
As was the case yesterday the two American League playoff games are being played at night. In the first contest the Yankees are playing host to Baltimore in game 4 of that series. New York tops the affair 2-1 after last night’s dramatic 3-2 win in 12 innings. Phil Hughes is getting the ball from manager Joe Girardi while the Orioles are countering with Joe Saunders. Hughes was a 16 game winner this season while Saunders has faced the Yankees in the playoffs before, as a member of the 2009 Angels’ team.
The final game of the night is in Oakland as the charging Athletics, who have won two straight after dropping the first two games, entertain the reeling Tigers. The home team has won every game in this series. The pitching matchup in this closer has Tigers ace Justin Verlander on the mound against Jarrod Parker. Verlander won the opening game of the series with Parker the loser.
The next round of play in the post season will start this Saturday with game 1 of the American League Championship Series. The NLCS will start on Sunday.
Popular driver to miss two races
CONCORD, N.C. (AP) — Dale Earnhardt Jr. will miss the next two Sprint Cup races with a concussion. The news ends his chances of winning the 2012 Chase championship. Hendrick Motorsports says that Earnhardt will sit out Charlotte and Kansas, and Regan Smith will replace him in the No. 88 Chevrolet.
The team reports that Earnhardt was diagnosed Wednesday in Charlotte.
Earnhardt was injured in a 25-car last-lap accident Sunday at Talladega. Because he was able to drive his car away from the accident, Earnhardt was not required to go to the care center for an examination at the time.
By sitting out the next two races, he’ll most certainly finish last in the 12-driver Chase race.

VIDEO: Teen Sucker Punches Teacher In Pittsburgh, PA
Pittsburgh police and school officials say a teenager who sucker punched an English teacher in a downtown alley appeared to pick his victim at random.
The attack last Thursday afternoon was captured on surveillance video. Pittsburgh police used the recording, which shows 50-year-old James Addlespurger getting sucker-punched, to make an arrest Tuesday.
Addlespurger is recovering, but he has yet to return to work at the city’s Creative and Performing Arts school.
The 15-year-old suspect has been taken to a juvenile detention center on a charge of simple assault. He attends a school for troubled youths in another part of town and officials say he apparently didn’t know Addlespurger — let alone that he was a teacher.
Platte County Wants To Use Technology To Determine If A Sign Is Visible
Platte County hopes to buy a machine to test road signs to make sure they can be seen.
The Columbus Telegram says supervisors took a step on Tuesday to buy a device called a retroreflectometer, which measures signs visibility.
A Florida company offered one for about $9,300. The cost would be shared by Platte, Colfax and Stanton counties. Each county plans to apply for a $2,500 grant to help offset the cost.
Platte County Administrative Assistant Jane Cromwell says the machine will help bring the county’s signs into compliance with new federal regulations and enhance road safety by identify signs that have lost their luminosity because of age or the weather.
Petitions Seek To Rid LGBT Protection In Omaha
Petitions seeking to repeal Omaha’s new legal protections for gay and transgender residents are now being circulated.
The Omaha World-Herald reports that organizers must gather about 11,400 valid signatures over the next month to put the measure before voters.
A local tea party organizer and clergy and Christian groups are supporting the effort.
The Omaha City Council narrowly approved the ordinance in March that bans employers, job-training programs, labor groups and other organizations from discriminating based on a person’s sexual orientation. The measure included exemptions for religious organizations.
The Lincoln City Council adopted a similar ordinance in May, but opponents mounted a successful petition drive that requires the council to either let the ordinance die or submit it for voter approval. The public vote has not yet been scheduled.
Drug Cartels Expanding In The U.S. With “Superlabs”
Mexican drug cartels are quietly filling the void in the nation’s drug market created by the long effort to crack down on American-made methamphetamine, flooding U.S. cities with cheap, potent meth from factorylike “superlabs.”
Although Mexican meth is not new to the U.S. drug trade, it now accounts for as much as 80 percent of the meth sold here, according to the Drug Enforcement Administration. And it is as much as 90 percent pure.
The cartels are expanding into the U.S. meth market just as they did with heroin: developing an inexpensive, highly addictive form of the drug and sending it through the same pipeline already used to funnel marijuana and cocaine, authorities said.
Seizures of meth along the Southwest border have more than quadrupled over the last several years.
60 Year Old Man Admits Having Sex With Young Female

A 60-year-old Minatare man has been given 30 to 40 years in prison after making a plea deal in a child sex assault and porn case.
David Nielsen was sentenced on Wednesday.
Nielsen originally was charged with sexual assault of a child and four counts of possessing child pornography. He pleaded no contest to attempted sexual assault of a child after prosecutors dropped the porn charges.
Scottsbluff County court records say someone who borrowed Nielsen’s phone to send a text found nude photos of a teenage girl on the phone. The records say Nielsen later told an investigator that he’d taken pictures of the girl and that he’d had sex with her since she was 13 or 14. She’s 16 now.
Motorcyclist Hits Animal Then Swerves Into Guardrail
Authorities say a motorcyclist has been killed in an accident along U.S. Highway 75 north of Omaha.
Authorities say the accident occurred about 6 a.m. Thursday in the Nashville area on the south end of Washington County.
Authorities say the motorcycle was northbound when the driver apparently lost control after hitting an animal. The motorcycle swerved into a guardrail. The man was pronounced at the scene.
His name has not been released.
