BREAKING: Kearney Selected as Site of Central NE Veterans Home

NE-Veterans-HomeGov. Dave Heineman today announced Kearney as the new location of the Central Nebraska Veterans Home. Kearney was chosen through a thorough and open bidding process to replace the current 125-year-old Grand Island Veterans Home.

“This was not an easy decision,” said Gov. Heineman. “We have four outstanding communities who submitted outstanding proposals. The proposals were financially stronger and better than we anticipated. I appreciate that each community focused on their strengths and what was best for veterans.”

After the thorough review process, the Site Selection Committee recommended Kearney based on several factors of their comprehensive proposal including the financial proposal; the workforce development plan; and subsidized electrical, water and sewer rates and refuse discounts. Additional factors include no cost equipment such as compactors; the infrastructure and environmental proposals; the physical site; and their outstanding program enhancements which include the woodshop, kiln, library, chapel, landscaping, a veterans memorial, and transportation.

“The Kearney application was rated highest of the four quality applications we received,” said John Hilgert, Director of the Division of Veterans Homes and Veterans Affairs. “Their application was comprehensive and responsive to all categories listed in the Request for Statement of Interest and Offer.”

A request for statement of interest and offer was released on April 29 and four communities sent an offer. Those were North Platte, Kearney, Hastings and Grand Island. The site selection committee was made up of Carlos Castillo, Director, Department of Administrative Services; Catherine Lang, Director, Nebraska Department of Economic Development and Labor; and John Hilgert, Director, Nebraska Department of Veterans Affairs and Director, Division of Veterans Homes within the Nebraska Department of Health and Human Services.

The committee met with those interested in making an offer on May 10. The deadline for receipt of written questions and clarifications was May 17 with a response deadline of May 23. Final offers were due by June 11 and site visits by the committee were conducted on June 13 and 14.

Nine principal categories were evaluated and each category was assigned a score based on an overall model of 1200 points from nine categories. Those categories include physical factors, utilities and infrastructure, cultural factors, environmental factors, community services, regulatory factors, workforce factors, community support factors and program enhancements.
Kearney received a score of 1033, Hastings 977, Grand Island 889 and North Platte 855.

Gov. Heineman signed LB 198 into law on May 25, allowing the appropriation of funds for capital construction and property acquisition. In compliance with the U.S. Department of Veterans Affairs Community Living Communities current standards, one 225-bed long-term care facility will be constructed for use by veterans. The site must be located no farther than a two hour driving distance from the existing Grand Island Veterans Home, nor within a two hour driving distance of the other three existing Nebraska Veterans Homes located in Scottsbluff, Norfolk and Bellevue.

Additionally, The Schemmer Associates, whose home office is in Omaha was hired as consultants to aid in the selection process. Their cost was approximately $176,000 which included support of the site selection process and the submission of the application to the USVA which includes schematic and budgeting expenses. They helped valuate and score the different sites from a professional engineering viewpoint. This team assisted with veterans home site selection for the Eastern Nebraska Veterans Home as well as planning and design projects including Iowa Veterans Home Master Plan Implementation in Marshalltown, IA; Madonna Manor (A Franciscan Living Community) in Villa Hills KY; Villa St. Benedict Continuing Care Retirement Community in Lisle IL; Immanuel Communities Lakeside Village Addition in Omaha; and Evangelical Lutheran Good Samaritan Society in Beatrice NE.

In the new Central Nebraska Veterans Home, the resident rooms will be distributed among five services – Long-Term Care, Medically Complex, Dementia, Hospice, and Assisted Living in households of 12-15 members. The cost of the budgeted project is $121 million with an approximate cost of $102 million for the facility. The project funded by a federal and state match and would employee over 350 fulltime positions.

“I know I speak for every Nebraskan when I say how very proud we are of our military personnel and our veterans. We want to thank the staff and leadership of the Grand Island Veterans Home for the manner in which they take care of our veterans, and I hope that the staff and leadership at the current home will continue to be part of the new Central Nebraska Veterans Home in Kearney,” said Gov. Heineman.

Lincoln Man Pleads Not Guilty in Crash Deaths

Gavel(AP) — A 24-year-old Lincoln man has pleaded not guilty to two manslaughter charges stemming from a traffic accident that killed two of his friends.

Court records say Joshua Fagan filed the pleas on Wednesday.

Fagan is accused of drinking alcohol before he began driving with his two friends on April 20. Authorities say Fagan lost control of the car and it rolled on a county road near Branched Oak Lake north of Lincoln.

Chad Spencer and Ryan Bostock were found dead at the scene. Both were 24 years old and lived in Lincoln.

Fagan was taken to a hospital.

Steady Economic Growth Seen for NE Through 2015

money(AP) — State economic forecasters expect steady economic and job growth across most of the state industries through 2015.

The Nebraska Business Forecast Council said in its long-range report issued Friday that it foresees total job growth of 1.3 percent by the end of 2013, rising to 1.5 percent in 2014 and 1.6 percent in 2015. The council’s February report contained the same forecast.

The council says farm incomes will continue descending from 2011’s record levels

Farm incomes are forecast to hit $5.2 billion in 2013 — a 3.7 percent decline from 2012 — then drop to $5 billion in 2014 and remain at $5 billion in 2015.

Holdrege Senator Eyes Run for Governor

(AP) — A Nebraska senator eyeing a run for governor is set to make an announcement at the Capitol.

Sen. Tom Carlson, of Holdrege, has scheduled a news conference Friday along with his family. The Republican lawmaker has previously said he is weighing a gubernatorial bid in the 2014 race.

Carlson was elected to the Legislature in 2006 and re-elected in 2010. He serves as chairman of the Natural Resources Committee, and was previously chairman of the Agriculture Committee. He is ineligible to run for the Legislature in 2014 because of term limits.

Two other candidates have formally declared bids for governor: Republican state Sen. Charlie Janssen of Fremont, and Democrat Chuck Hassebrook of Lyons.

Democratic state Sen. Steve Lathrop is on a “listening tour” as he weighs a possible run.

Names of Judicial Nominees Sent to Governor Heineman

(AP) — A state judicial nominating commission forwarded the names of three nominees for a county judgeship in eastern Nebraska to Gov. Dave Heineman for his consideration.

The commission narrowed a field of eight applicants for the 5th Judicial District. The nominees from which the governor will choose are Thomas J. Klein, of Wahoo, James C. Stecker, of Columbus, and Stephen R.W. Twiss, of Central City.

The vacancy is due to the retirement of Judge Curtis H. Evans. The 5th Judicial District consists of Boone, Butler, Colfax, Hamilton, Merrick, Nance, Platte, Polk, Saunders, Seward and York Counties.

Heineman will schedule interviews with nominees in the coming weeks.

Omaha Woman Denies Taking Gun Onto Ambulance

(AP) — A woman accused of firing a gun during a struggle inside an Omaha ambulance says she didn’t have a gun in her possession.

In a jailhouse interview with several reporters on Thursday, 24-year-old Justine Dubois said she didn’t know where the gun came from.

Police say Dubois was arrested July 1 because she was driving a stolen car, but then she appeared to have a seizure in a police car.

Authorities say that while paramedics were taking Dubois to a hospital, she pulled a gun and started making threats. Both Dubois and an Omaha firefighter medic were wounded in a struggle.

On Thursday she acknowledged stealing the car and using some marijuana and methamphetamine the day she was arrested.

Streaking Dodgers Beat Rockies 6-1

colorado-rockiesLOS ANGELES (AP) — Chris Capuano pitched shutout ball for 6 1/3 innings, Mark Ellis drove in four runs, and the Los Angeles Dodgers beat the Colorado Rockies 6-1 on Thursday night for their fifth win in a row.

The Dodgers moved above .500 for the first time since April 15.

Capuano (3-6) allowed six hits, struck out a season-high eight and walked none to earn just his second win at home and first since beating Miami 5-3 on May 12.

Drew Pomeranz (0-3) gave up three runs and seven hits in four innings, struck out four and walked five in his third start of the season.

Ellis went 3 for 4 with a walk, the fourth time he has had three or more hits in a game this season.

July 12th Entertainment History

In 1992, Guns N’ Roses singer Axl Rose was arrested at New York’s JFK International Airport on a warrant from St. Louis prosecutors. Rose was wanted on charges stemming from a riot during a 1991 Guns N’ Roses concert. He was released on $100,000 bond.

Also in 1992, a memorial to Buddy Holly was unveiled in Dallas.

In 1996, drummer Jimmy Chamberlin of Smashing Pumpkins was charged with heroin possession. Police say he was with Jonathan Melvoin, a backup keyboard player for the band who died of a drug overdose in a hotel room in New York.

Seven Share the Lead

There had never been as many as seven co-leaders after the first round at a U.S. Senior Open. The previous record was five in 1997.

Rocco Mediate and Bernhard Langer are among those a shot off the lead.
