In Memo, Union Tells NFL Players HGH Testing Close

nfl_logo2011-medThe NFL Players Association has told its members that the union “tentatively agreed” that 40 players will take blood tests for HGH each week during the season, with a positive result drawing a four-game suspension.

The NFLPA emailed players a memo in question-and-answer format Tuesday. The Associated Press obtained a copy.

According to the email, players participating in NFL training camps this year will provide a blood sample for a “population study” to determine what level of HGH will result in penalties.

While Tuesday’s memo says owners and players “will likely finalize soon” the in-season weekly HGH testing, the union does not indicate what the NFL has agreed to — or give specifics about what stands in the way.

A league spokesman declined to comment on the union’s memo.

Nebraska Test Scores Rise in Math, Science and Reading

testing(AP) — Nebraska students who took math, science and reading exams received higher average scores this year than in 2012, according to new state data.

The Nebraska Department of Education released the aggregate scores on Tuesday.

The results show that 77 percent of students met or exceeded state proficiency standards in reading this year, up from 74 percent in 2012. Department officials say 69 percent met or exceeded the standards for math, compared with 68 percent the prior year. Student scores also improved in science, with 70 percent showing proficiency this year as opposed to 67 percent in 2012.

Department administrators reported that 68 percent of students met or exceeded standards in writing.

The department will release a more comprehensive report next month that measures achievement among different racial and income groups.

Nebraska Man Identified as 2nd Victim in Fatal Kansas City Crash

fatal-crash(AP) — Police say a 39-year-old Nebraska man was the second person to die after a weekend hit-and-run crash in Kansas City.

Police say Thomas G. Salistean of Omaha, Neb., died after being injured in the accident Sunday. His girlfriend, 36-year-old Elvia P. Walters, of Lee’s Summit, also died when Salistean’s car was hit by a vehicle at a Kansas City intersection.

The driver of the car fled on foot and has not been captured. He left a seriously injured passenger in his car.

Salistean was declared brain dead and the process to donate his organs began Monday.

‘You Drink, You Drive, You Lose’ Campaign Kicks Off Friday

you-drink-you-drive-you-loseMotorists who choose to drive under the influence of alcohol will be the focus of a nationwide campaign designed to remove impaired drivers from our nation’s roadways.

Beginning Friday, August 16 and continuing through Labor Day, Sept. 2, the Nebraska State Patrol will participate in the “You Drink, You Drive, You Lose,” enforcement campaign. Troopers and Communication Specialists will put in overtime hours during the enforcement period thanks in part to a nearly $28,000 grant from the Nebraska Office of Highway Safety (NOHS).

“As the summer travel season winds down, many of us are making plans for that last big trip,” said Colonel David Sankey, Superintendent of the Nebraska State Patrol. “You can expect to see extra troopers out on the road during the special enforcement, as they work to help motorists reach their destination safely.”

An increase in traffic volume, coupled with continued road constructions means extra attention is needed when traveling.  Motorists are reminded to obey the posted speed limit, always wear their seat belt and never drive impaired or distracted.

Report impaired or reckless drivers to the Nebraska State Patrol Highway Helpline when safe to do so by dialing *55 from any cellular phone, or 1-800-525-5555 from any landline. Emergencies should be reported to 911.

Study Raises Questions About Effectiveness of Nebraska Sex Offender Registry Listings

university-of-nebraska-omaha(AP) — A newly released study raises questions about the effectiveness of Nebraska’s broader public listings of sex offenders.

The University of Nebraska at Omaha study was commissioned by the Legislature, which in 2009 had required adding to the registry the names and addresses of all sex offenders. Previously, only the names of those considered most likely to reoffend were made available to the public.

The study report released Monday says the increase in listings has made it more difficult for people to determine “which offenders on the list are the most dangerous.”

Oglala Sioux Tribe to Vote on Allowing Alcohol Sales on Pine Ridge Reservation

oglala-tribe(AP) — Native Americans in South Dakota are voting whether to legalize alcohol on the Pine Ridge Indian Reservation.

Tuesday’s vote is expected to be close. Critics of the Oglala Sioux Tribe’s plan say legalization would only make the reservation’s troubles worse. Alcohol is blamed for some of the highest rates of domestic abuse, suicide, infant mortality, unemployment and violent crime in Indian Country.

But others say alcohol is reaching the reservation anyway from the border town of Whiteclay, Neb., so the tribe might as well capture the profits. Proceeds from the sales would be used for education about the ills of alcohol abuse and for detoxification and treatment centers, for which there is currently little to no funding.

Pavement Work to Hamper Lincoln Interstate Traffic

road_work(AP) — Pavement work is expected to hamper traffic on the Interstate 180 spur into downtown Lincoln.

The work is scheduled to begin Thursday and last just one night.

Starting at 6 p.m., I-180 will be closed in both directions for a two-mile stretch north of Cornhusker Highway. The spur is expected to be reopened by 6 a.m. Friday.

Message signs will be employed.

Trial Set in Lawsuit Against Nebraska Manufacturer

dempster(AP) — An October trial has been scheduled in the employee lawsuit against Dempster Industries in Beatrice.

A dozen former employees sued Dempster and its president and CEO, Wallace Davis, for lost wages and other earnings that total more than $160,000.

Allegations in court documents say Davis and Dempster also didn’t pay parts suppliers, defaulted on loans from banks and economic development firms and didn’t deliver products to customers that paid up front. The pump and fertilizer equipment manufacturing plant closed down last year.

Attorney Dustin Garrison represents the former employees, and he says he’s getting close to a settlement.

The trial is scheduled to begin Oct. 21. Davis’ attorney didn’t immediately return a call Tuesday from The Associated Press.
