(AP) — Nebraska lawmakers are continuing to debate a bill that would let motorcyclists older than 21 ride without helmets.

Lawmakers finished a third day of debate on the measure Monday without reaching a vote.

Sen. Dave Bloomfield of Hoskins says he introduced the bill because wearing a helmet should be a personal choice. Opponents are concerned about safety and health care costs.

An effort to stop debate Monday failed. Supporters need 33 votes to end a filibuster.

The proposal would exempt riders older than 21 from the helmet requirement, but mandate eye protection on highways. Lawmakers are also debating an amendment that would prohibit motorcycle passengers who are less than 4 feet tall, unless they’re at least 16 years old.
