Bill Would Help Nebraska Drivers Avoid Iowa Traffic Camera Fines

traffic-cameraLINCOLN, Neb. (AP) — Nebraska lawmakers are considering a bill that would protect residents from having to pay tickets generated by Iowa traffic cameras.

Sen. Bill Kintner of Papillion presented the measure Thursday to the Judiciary Committee. It’s modeled after a new South Dakota law that prohibits officials from releasing information about the state’s registered drivers.

Without that information, camera operators can’t send a bill to the owner of a car caught speeding or running a red light. South Dakota’s law has drawn the ire of police in neighboring Sioux City, Iowa.

Kintner says vehicle owners who receive tickets aren’t given the chance to confront their accusers, and his bill would prevent outside governments from “using our citizens as ATMs” to generate revenue.

Nebraska Lawmakers Urged to Pass Campaign Disclosure Law

NE LegislatureLINCOLN, Neb. (AP) — Political watchdog groups are asking Nebraska lawmakers to pass a new campaign disclosure law that would make it harder for candidates to hide spending violations.

The bill presented to a legislative committee Thursday would require candidates and office-holders to submit end-of-year balance reports from their banks to the Nebraska Accountability and Disclosure Commission. Current law allows them to self-report, so it’s harder to detect mistakes or fraud.

Sen. Sue Crawford of Bellevue says she introduced the bill to protect the system.

Jack Gould of Common Cause Nebraska says the law would have helped catch former state Sen. Brenda Council of Omaha earlier, before she misspent $63,000 in campaign money at casinos.

Some committee members questioned the wisdom of creating a law based on isolated violations.

Nebraska Mandatory Minimum Reform Bill Voted Out of Committee

prisonLINCOLN, Neb. (AP) — A bill that would abolish some of Nebraska’s mandatory minimum sentences will be debated on the floor of the Legislature.

An eight-member legislative committee voted unanimously on Thursday to advance the bill.

The bill headed to the floor would eliminate mandatory minimum sentences for some offenders deemed habitual criminals. It also would remove mandatory minimum sentences for certain mid-level gun and drug crimes.

The bill by Sen. Ernie Chambers of Omaha has 10 co-sponsors and is one of several pieces of legislation addressing a prison system at more than 159 percent capacity.

The Legislature’s fiscal office says eliminating mandatory minimums could ease prison crowding by allowing inmates to qualify for parole an average of 2.3 years earlier.

Federal Judge to Rule Later on Nebraska Gay Marriage Ban

gaymarriageOMAHA, Neb. (AP) — The same sex-couples challenging Nebraska’s ban on gay marriage say they’re hurt every day the law remains in effect.

At a court hearing Thursday, the couples highlighted concerns about what would happen if one partner dies or if their adopted child is hospitalized and one parent has no legal rights.

That’s why lawyers with the American Civil Liberties Union of Nebraska argued that a judge should block enforcement of the ban immediately. But the judge won’t rule until later.

Assistant Attorney General David Lopez says the court should respect the decision Nebraska voters made to enact the gay marriage ban in 2000.

And Lopez says Nebraska has a legitimate interest in defining marriage as only between a man and a woman because the state wants to promote procreation.

Nuggets Send McGee, Pick to 76ers in Trade

Denver_NuggetsDENVER (AP) — The Denver Nuggets have dealt often-injured center JaVale McGee, a protected 2015 first-round pick and the draft rights for Chukwudiebere Maduabum to the Philadelphia 76ers on Thursday.

In return, the Nuggets received the rights to Cenk Akyol, a 6-foot-6 guard from Turkey who plays in the Turkish Basketball League, along with financial relief from McGee’s salary.

The 27-year-old Akyol was originally drafted by Atlanta in 2005.

McGee has been hobbled by a left tibia stress fracture, which has limited his production the past two seasons. He’s played in 17 games for Denver this season, averaging 5.2 points.

Maduabum was selected by the Los Angeles Lakers in 2011, only to have Denver later pick up his rights. He recently played in four games for Fort Wayne of the NBA Development League.

DENVER (AP) — The Denver Nuggets have sent veteran guard Arron Afflalo to the Portland Trail Blazers in a five-player deal.

The Nuggets also included backup forward Alonzo Gee in the trade Thursday. General manager Tim Connelly says that in return, Denver received Thomas Robinson, Victor Claver and Will Barton, along with a lottery-protected first-round pick in 2016.

Afflalo has averaged 14.5 points this season in his second stint with the Nuggets. He was reacquired by the team from Orlando in a draft-night trade last June.

The Nuggets are shaking things up after a 20-33 start in coach Brian Shaw’s second season. They traded center Timofey Mozgov to Cleveland last month for two first-round picks.

Yahoo! Sports first reported the trade.

Elway: Broncos Want Manning Back, Still Awaiting Word

Peyton-ManningINDIANAPOLIS (AP) — The ball is in Peyton Manning’s court.

Broncos executive John Elway said as much Thursday at the NFL scouting combine, making it clear he’s still waiting to hear whether the 38-year-old quarterback wants to return for a fourth season in Denver.

Manning and Elway met last week in Denver, but Manning left without a definitive answer about his return.

Elway said he wanted No. 18 back. He was less clear about what financial terms Manning might return under.

Asked if there was a holdup because of contract considerations — Manning is scheduled to make $19 million next season — Elway said he didn’t like to discuss contracts, but that he does believe Manning will be the Broncos quarterback next season.
