PAPILLION, Neb. (AP) — The city of Papillion is considering annexing land to its west that would take the city’s zoning authority to Interstate 80 and increase its footprint by one-quarter.

The proposed annexation would see Papillion’s city limits grow from 4,300 acres to 5,300 acres. The area where the city has zoning control would increase from 19,800 acres to 23,500 acres.

The area includes undeveloped land, industrial areas, the Fidelity data center and a recreation area. It has no residences and does not include Werner Park, the Omaha Storm Chasers’ baseball stadium.

The annexation is estimated to have a one-time net cost of $338,000 — for equipment such as trucks, snowplows and mowers — and an annual net revenue of about $2.2 million.

OMAHA, Neb. (AP) — A judge has denied bail for a man charged with first-degree murder in the death of an Arizona man whose burned body was found in an eastern Nebraska field.

34-year-old Joseph Fleming was denied bond Friday. He and 29-year-old John Meyers are charged in the death of Jose Quintero.

A prosecutor said in court Friday that Quintero died from head and neck trauma after being stabbed at Fleming’s house in Omaha on Sept. 24, 2012. A witness reported seeing Fleming and Meyers with Quintero the day before he was found dead.

Prosecutors say Fleming and Meyers killed Quintero, then drove out to a secluded field to dump his body.

Sarpy County farmers found Quintero’s burned body after noticing smoke between their fields.

ACLU of Nebraska: Lethal Injection Docs Raise New Questions

aclu-nebLINCOLN, Neb. (AP) — A Nebraska civil liberties group says records detailing the state’s purchase of lethal injection drugs are likely to prompt more costly litigation.

Records obtained and released Friday by the ACLU of Nebraska show that Chris Harris, CEO of the India-based Harris Pharma LLP, contacted state officials on April 14 to ask if they wanted a few thousand vials of sodium thiopental.

ACLU of Nebraska director Danielle Conrad says the emails and documents raise questions about the “shady foreign source” that sold the drugs, the price paid, Nebraska’s compliance with importation laws and the efficacy of the drugs it bought.

A spokesman for Gov. Pete Ricketts says a thorough reading of the documents shows the drugs were legally purchased, and notes that the ACLU has lobbied for years against capital punishment.

Ricketts Appeals to Public to Flip Death Penalty Votes

LINCOLN, Neb. (AP) — Nebraska Gov. Pete Ricketts is ramping up pressure on lawmakers to try to keep them from overriding his promised veto of a death penalty repeal bill.

The Republican governor urged the public on Friday to contact their state senator and voice their support for capital punishment.

Lawmakers gave the repeal bill final approval on Wednesday with a 32-15 vote. At least 30 votes are needed to override a gubernatorial veto, so Ricketts has to flip at least three.

Ricketts says he has argued to several lawmakers that the Nebraskans he talks to overwhelmingly support the death penalty, and prosecutors need it to protect public safety.

Ricketts has argued that lawmakers are out of touch with the public. Death penalty opponents are working to ensure that support for the bill holds.

LINCOLN, Neb. (AP) — The Nebraska Supreme Court has affirmed the life sentence of a woman who killed her boyfriend’s 68-year-old mother in 2013.

The high court on Friday rejected 42-year-old Shelley Casterline’s appeal argument that the sentencing judge did not follow state law in sentencing her to life for her conviction of second-degree murder in the stabbing death of Virginia Barone.

Investigators say the women had been arguing before Barone’s death. An autopsy shows Barone was stabbed twice in the back and 20 times in the chest and torso.

Casterline’s 24-year-old son, Andrew Casterline, was convicted of first-degree murder and other crimes in Barone’s death and also sentenced to life in prison.
