Nebraska prisons big part of mental health care

LINCOLN, Neb. (AP) — A Nebraska corrections official says prisons effectively have become mental health facilities because so many inmates need treatment.

About 56 percent of people in Nebraska prisons had at least one mental health diagnosis at the end of last year. Inmates with serious mental illness are estimated to make up 16 percent of the prison population.

“We probably have more people who are mentally ill in the prison system than anywhere else,'” said Dr. Harbans Deol, the deputy director of health services for the Nebraska Department of Correctional Services.

Deol said prisons have more mental health beds than psychiatric hospitals do.

Nebraska’s prisons have a secure mental health housing unit with 30 beds for severely mentally ill patients. The mental health unit at the Lincoln Correctional Center has nearly 75 beds for less-serious patients. Other prisons also have mental health beds, including 15 at the Diagnostic and Evaluation Center, 12 at the Tecumseh

State Correctional Institution, and 12 beds at the York women’s prison.

Each inmate gets mental health assessments and physical exams within 14 days of arrival, then is assigned to a level of care, Deol said. People with a history of mental illness, hospitalization or self-injury are referred to a psychiatrist for further evaluation.

Nebraska prisons have struggled in the past to have enough mental health providers, but now have three full-time psychiatrists, two full-time nurse practitioners and two part-time psychiatrists. The prisons also have 19 psychologists, 23 licensed mental health practitioners and six supervisors.

The corrections agency is now training inmates at the Nebraska State Penitentiary to participate in peer support programs. The department is also teaching custody staff to look for mental health symptoms in inmates so assessments can be completed.

New music venue to be built in eastern Nebraska

LA VISTA, Neb. (AP) — A new music venue with an indoor space and an outdoor amphitheater will be built in eastern Nebraska.

The La Vista City Council unanimously approved a preliminary statement of intent to build the venue, the Omaha World-Herald reported

The venue will be built by local promoter 1% Productions, Kansas-based Mammoth Live and Omaha developer City Ventures. Mammoth Live and 1% Productions will operate the venue.

“There are more shows out there,” said Marc Leibowitz of 1% Productions. “There’s more business to be had, and we need a place to do it that works.”

Brenda Gunn, city administrator for La Vista, said the cost hasn’t been determined for the project but that about $3.2 million could be needed.

Leibowitz said the goal isn’t to take down other venues.

“It’s about the venue we want to build. It’s about bringing something new,” Leibowitz said. “We really just want it to be a top-notch experience.”

The venue is expected to hold 1,800 people indoors and 4,000 people outdoors. Both areas will have the capacity to scale up, depending on the configuration of seating and other elements.

Mammoth Live and 1% Productions said artists have skipped the market because they don’t have the right place to play.

“We’re missing tours. When we don’t miss them, we’re putting them in oddball situations where the production doesn’t work, or it’s an odd fit, or the artist can’t make money, or we can’t break even,” said Josh Hunt of Mammoth.

Construction is expected to begin this year, with a goal of opening by 2020.

“It’s gonna be really exciting for the market,” Leibowitz said,

Patricia L. Smith

Patricia L. Smith, age 79, of North Platte passed away June 21, 2018 at the North Platte Care Center.

Patricia was born on March 17, 1939 in North Platte to Edward J. and Parnell (Pam) (Connor) Hesson.  She attended McDaid Elementary and St. Patrick’s Catholic School through the 8th grade and was a member of the 1958 class at North Platte High School.  On November 4,1958 she married Alan Rosse in Maxwell, NE.  To this union, three sons were born, Tim, Bob and Scott.  The couple lived all over Nebraska and Kansas.  Pat married Tom Phillips on January 18, 1973 in North Platte.  To this union a daughter, Tiffany was born.

She had a very special place in her heart for her grandfather Ed.  The two were very close and she missed him dearly.

Throughout her life she lived in many different places.  Pat enjoyed playing bingo, cards and reading.  She loved to camp and fish, and had special hobbies that included painting, sewing, and crafts.

Survivors include her children, Timothy (Martha) Rosse of Clever, MO, Robert Rosse of North Platte, Scott (Christina) Rosse of Eagle, ID, and Tiffany (Roger) Freeze of North Platte; grandchildren, Alexis (Josh) Hood of Lincoln, NE, Brian Rosse of Springfield, MO, Mackenzie (Ben) Crane of Ainsworth, NE, Shane Rosse of Marina Del Ray, CA, Jordan finance’ Dillon Linson) Rosse of Mitchell, NE, Zack Rosse of Spokane, WA, Andrew Freeze of Kearney, NE, and Adam Freeze of North Platte; great-grandchildren, Landon, Loxley, Deakon, Copper, and Breckon; siblings, Bill (Marjorie) Hesson of Seattle, WA, and Carol (Gary) Smith of North Platte; and special friends of 42 years, Chuck and Mary Goff of North Platte, who Pat could count on for anything.

She was preceded in death by her parents; and nephew, Michael Hesson.

Woman gets 1-3 years for pasture rental scam

HARRISON, Neb. (AP) — A woman has been given one to three years in prison for her role in a pasture rental scam in the northern Nebraska Panhandle.

Sioux County District Court records say 52-year-old Kelley Heller, of Crawford, was sentenced June 12.

Heller and her daughter, Calinda Barthel Vantine, were arrested in February 2017. Prosecutors say the scheme was orchestrated by Vantine and resulted in more than $44,000 in losses to the five victims. The two didn’t own the pasture they’d rented to the five people from Nov. 1, 2015 through Feb. 15, 2017.

The 28-year-old Vantine was sentenced to prison last October. She also is known as Calinda Barthel.

Governor: Online tax revenue must go to property tax relief

LINCOLN, Neb. (AP) — Nebraska’s governor says that if the Legislature takes advantage of the U.S. Supreme Court decision to let states collect sales tax from online purchases, the new Nebraska revenue should go toward property tax relief.

The court ruled Thursday that states can force companies operating online to collect taxes, reversing decades-old decisions that had stymied efforts to collect sales taxes on many online transactions.

Nebraska legislation to begin collection of the online sales tax was blocked by a filibuster earlier this year, and Gov. Pete Ricketts said the state should wait for the Supreme Court decision.

The Nebraska measure would have required online retailers to send customers a notice of their total taxable purchases unless the businesses collected the sales tax themselves.

Eric Wright Death Notice

Eric Wright, 48, of Omaha, formerly of North Platte, passed away June 20, 2018 at Omaha.  Services are pending at Carpenter Memorial Chapel.

Mary Cecilia Higgins

Mary Cecilia Higgins, age 62, of North Platte passed away June 19, 2018 at the University Nebraska Medical Center, Omaha.

Mary was born on December 6, 1955 in Henderson, Kentucky to Ulysses and Georgene (Heitkotter) Carlini.  Mary grew up in North Platte, graduating with the St. Patrick’s Catholic High School class of 1974.

She was a member of St. Patrick’s Catholic Church where she was a cantor.  Mary worked at several daycares where she loved children, taking care of infants and toddlers.  Mary had a great sense of humor.  Even until her last breath, she remained positive, never complaining, while living out her fauth.

Survivors include her children, Sonya (Mario) Cloud of Corpus Christi, Texas, Francis Higgins of Kenesaw, Nebraska, and Nikita (Wesley) White of North Platte; mother, Georgene Carlini of North Platte; grandchild, Kyla Cloud; siblings, Theresa (Christopher) Carson of Green Brook, NJ, Gregory (Jodi) Carlini of Woodbury, MN, Judy (Saeed) Ahmadian of Houston, TX, John (Shari) Carlini of Lincoln, NE, Claudia Carlini of Lebanon, KS, Ulysses Jr. (Diane) Carlini of Panama City Beach, FL, and Lewys (Holly) Carlini of North Platte, NE; and numerous nieces, nephews, cousins, and many friends.

She was preceded in death by her father; sister-in-law, Verna; and  niece, Sitara.

Memorials may be made in her name.

Christian Wake services will be 7:00 p.m. Friday at St. Patrick’s Catholic Church.  Mass of Christian Burial will be 10:00 a.m. Saturday at St. Patrick’s Catholic Church with the Reverend Josh Brown as celebrant.  Burial will follow at Floral Lawns Memorial Gardens.  Visitation will be noon – 5:00 p.m. today at Adams & Swanson Funeral Home which is in charge of arrangements.

NU’s proposed 2018-19 budget has $28M in spending cuts

LINCOLN, Neb. (AP) — The University of Nebraska’s proposed budget for the upcoming year includes more than $28 million in spending cuts that will see a loss of more than 100 jobs across four campuses, department consolidations and a possible tuition increase.

The university system said in a news release Thursday that the proposed budget includes $22 million in administrative cuts identified by university-wide budget response teams, as well as another $6.3 million in program cuts.

The release says the cuts will keep NU’s schools affordable while preserving academic excellence.

Because the university’s options for further cuts are limited, the proposal authorizes NU President Hank Bounds to implement a tuition increase in the spring of 2019 if university appropriations from the state are further withheld, as they were in the last two years.

The NU Board of Regents will consider the proposed budget at its June 28 meeting.

Lincoln man found guilty in brutal beating of UNL student

LINCOLN, Neb. (AP) — A Lincoln man has been found guilty in a second trial in the brutal beating and robbery a University of Nebraska-Lincoln student.

Late Wednesday night, a Lancaster County jury found 25-year-old James Price guilty of aiding and abetting robbery and first-degree assault. He faces up to 100 years in prison when he’s sentenced in August. Price’s first trial in 2016 ended in a hung jury.

A Texas man, 25-year-old Stelson Curry, is already serving 25 to 40 years for the attack on Patrick Pantoja.

Police say Pantoja and a fellow student were walking near the State Capitol to the UNL campus one October night in 2014 when they were attacked.

Pantoja spent a month in a coma and several more months in a hospital from the beating.
