Nebraska lawmakers approve new $9.3 billion, two-year budget

LINCOLN, Neb. (AP) — Nebraska lawmakers have approved a new $9.3 billion, two-year budget despite objections from a group of fiscal conservatives who wanted spending cuts.

The main budget bill won final approval Tuesday on a 35-12 vote. It now heads to Gov. Pete Ricketts, who can approve it, reject it or use his line-item veto power to cut specific items.

The budget includes $51 million annual boost to the state’s property tax credit fund, which is used to reduce the total amount owed on property tax bills. It also boosts funding for health care, child welfare and behavioral health services.

State spending under the new budget will increase by an average of 2.9% per year, which is less than the 3.1% increase proposed by Ricketts. Some lawmakers argued for spending cuts.

Abortion-rights supporters rally at Nebraska Capitol

LINCOLN, Neb. (AP) – Supporters of abortion-rights are mobilizing in Nebraska in response to states that have passed new abortion restrictions.

More than 350 people rallied at the Nebraska Capitol on Tuesday, toting signs with messages in support of abortion rights and slamming groups that oppose them.

Former state senator Brenda Council called some of the recently passed laws “despicable” and an assault on women’s autonomy.

Longtime state Sen. Ernie Chambers, of Omaha, delivered a fiery speech urging participants to vote for political candidates who reflect their convictions. Chambers noted the rally took place inside the “belly of the beast” at the Nebraska Capitol, and called on voters to “give it indigestion.”

The rally was sponsored by the American Civil Liberties Union of Nebraska, Planned Parenthood and the Women’s Fund of Omaha.

Lincoln man charged with murder in campus area killing

Michael Dewey

LINCOLN, Neb. (AP) — A Lincoln man has been charged with second-degree murder and other offenses in connection with the killing of a man near the University of Nebraska-Lincoln’s East Campus.

The Lincoln Journal Star reports a judge on Monday set the bond for Michael D. Dewey at $2 million. Dewey is charged with second-degree murder, use of a firearm to commit a felony, possession of a firearm by a prohibited person and attempted escape from detention.

Dewey was accused of shooting and killing 47-year-old Desmond L. Fowler on Thursday morning.

Prosecutor Jan Lipovsky argued in court that Dewey shot Fowler “intentionally but without premeditation.”

Court documents say Dewey and another man were in the area in a failed attempt to buy drugs. Fowler began yelling at the other man and ran after them as they drove off, allegedly leading Dewey to shoot him.

New Douglas County group seeks to prevent school violence

OMAHA, Neb. (AP) — Law enforcement, school district officials and mental health workers in the county home to Omaha have formed a threat assessment group that aims to connect at-risk children with services to prevent school violence.

The newly formed Douglas County Threat Advisory Team will allow community members to share strategies and programming to intervene before school threats turn into violent actions, the Omaha World-Herald reported.

Omaha Police Deputy Chief Greg Gonzalez said the area needed to organize to ensure all involved groups are communicating and no students or threats slip through the cracks.

The group will implement a hotline before next school year for community members to report threats. The team will discuss cases that are reported through the tip system.

Officials from the county’s seven public school districts will also be encouraged to bring cases to the group, as well as representatives from Omaha’s Catholic schools and Boys Town.

“It’s safe to say there’s probably quite a few threats that do not get reported because students are afraid that they’re not anonymous,” said Donald Morrison, the Omaha school district’s supervisor of school safety. “We want to meet people where they’re at. If we can get the information about a threat that is out there, then we certainly want that.”

Threat assessment groups have been developing nationwide, particularly after the school shooting in Parkland, Florida, that left 17 people dead last year, said Dave Okada, a consultant who helped train the Douglas County group.

Some states have passed legislation mandating the groups, he said.

Sarpy County established a threat assessment group three years ago, as well as an anonymous tip line.

“I think it’s been very successful,” said Capt. Kevin Griger of the Sarpy County Sheriff’s Office. “Some individuals that were threatening suicide, we were able to intervene ahead of time. I can only assume it would have saved someone’s life.”

Juvenile accused of hit-and-run, drugged driving in Lincoln County

A juvenile is facing criminal charges after authorities say he was driving under the influence of drugs and left the scene of an accident.

At around 8:35 a.m., on May 20, deputies with the Lincoln County Sheriff’s Office received a report of a reckless driver on US Highway 30 near Hershey. It was reported that the vehicle was swerving all over the road and driving erratically.

A short time later, deputies received a report of an accident at Highway 30 and Front Road. The caller told dispatchers that the other vehicle had fled the scene. The driver reported that she was turning at the intersection when her vehicle was struck. She told dispatchers she was following the vehicle.

Deputies were able to locate both vehicles near Link 56 C and Highway 30. They met with a male juvenile who deputies say appeared to be “heavily under the influence of marijuana.” They also located suspected marijuana in the vehicle.

The driver reportedly failed a series of field sobriety tests and was placed under arrest. He was transported to the Lincoln County Sheriff’s Office for further testing and subsequently charged with driving under the influence of drugs-1st offense, leaving the scene of a property damage accident, possession of marijuana-less than one ounce and no driver’s license.

Chief Deputy Roland Kramer said the juvenile was eventually released to the custody of a parent. No injuries were reported.
