Nebraska farmers struggling to get corn crop planted

OMAHA, Neb. (AP) – Nearly half of Nebraska’s corn crop has been planted, but farmers remain far behind planting averages.

The U.S. Department of Agriculture reported Monday that as of Sunday, Nebraska farmers had planted 46% of the corn crop. That’s behind 68% last year and the five-year average of 72%.

Farmers had planted 20 percent of the soybean crop, behind last year’s 37 percent and the five-year average of 32 percent.

The USDA says 58% of the winter wheat crop’s condition was rated good and 29% fair. Only 4% was rated poor or very poor, and 9% was excellent.

Tax proposal for Nebraska private school scholarships stalls 

LINCOLN, Neb. (AP) – A bill that would offer Nebraska state tax credits to donors who provide money for private school scholarships has hit a major wave of resistance in the Legislature.

Lawmakers passed over the measure Monday without reaching a vote, and the sponsor acknowledged it won’t come up again until next year.

Senators have rejected similar measures in the past, even though most states already subsidize private or charter schools.

Sen. Lou Ann Linehan, of Omaha, says she introduced the bill to help low-income families who otherwise can’t afford private schools. Opponents say it would rob the state of revenue necessary to fund K-12 public schools and other state services. They also argue it’s a backdoor was to use state money for private schools, in violation of the Nebraska Constitution.

Access restored to park areas following historic flooding

LINCOLN, Neb. – The Nebraska Game and Parks Commission has reopened all or portions of several state park areas that were temporarily closed after sustaining damage during March’s historic flood.

The flood damaged roads, campgrounds, electrical hookups, boat ramp and docks, buildings and other structures. Parks staff and volunteers worked quickly to clear debris, repair damaged infrastructure and ensure public safety. Even so, access to some areas and services may be limited in certain locations.

The following park areas are open, with the limitations noted below:

Dead Timber State Recreation Area:

The park is open for day use only. The lower portion of the park and campgrounds are closed. Restrooms are not currently available.

Non-powered and electric boating are permitted; however, activities that may result in full contact with the water including kayaking are restricted until further water testing has been completed.

Louisville State Recreation Area:

The park is open for day use and walk-in camping. Electrical service is in the process of being restored to the campgrounds. Individuals with advance reservations at Louisville will be notified if the status of their reservation is affected. Hydrants and non-modern restrooms are available throughout the park.

Non-powered and electric boating are permitted; however, activities that may result in full contact with the water including swimming, stand-up paddle boarding, and kayaking are restricted until further water testing has been completed.

The canoe access ramp at the west end of the park is currently inaccessible.

Access to trails located at the west end of the park is closed due to debris and washout conditions.

Concessions will operate with reduced hours until Memorial Day Weekend, when normal hours resume.

Niobrara State Park:

The park is accessible only by the following routes:

South/West Route: Hwy. 275/20 west to Newport, Nebraska; Hwy. 137 north to Hwy. 12, Hwy. 12 east to Niobrara State Park (Hwy. 12 is closed east of the Park).

North Route: Neb./S.D. Hwy. 81 to S.D. Hwy. 50 (from Yankton, S.D.) west to S.D. Hwy. 46; S.D. Hwy. 46 west to Hwy. 18 at Pickstown, S.D., Hwy. 18 south to Hwy. 281, east to Hwy. 12, east to the park.

It is anticipated that trail ride and swimming pool activity schedules may be limited this season, dependent on road conditions and staff availability. Contact the Niobrara State Park office at 402-857-3373 for updates.

Willow Creek State Recreation Area:

The park is open for day use and walk-in camping. Electrical service is in the process of being restored to the campgrounds. Individuals with advance reservations will be notified if the status of their reservation is affected.

The main body of the lake is open to all boating. The wooded west end of the lake is restricted to no-wake boating. Activities that may result in full contact with the water including swimming, water skiing, and kayaking are restricted until further water testing has been completed.

The West Creek/Upper Lake portion of the trail system is closed.

Schramm Park State Recreation Area:

Canoe and kayak access is temporarily closed.

Pelican Point State Recreation Area:

Boat docks are not accessible due to high water.

Indian Cave State Park:

The park is open with the following limitations: the boat ramp remains closed; all other areas of the park are open and access to the cave trail has been restored.

Riverview Marina State Recreation Area remains closed as it is still impacted by flood waters.

Jury: Monsanto to pay $2 billion in weed killer cancer case

OAKLAND, Calif. (AP) — A jury on Monday ordered agribusiness giant Monsanto Co. to pay a combined $2.05 billion to a couple claiming that the company’s popular weed killer Roundup Ready caused their cancers.

The jury’s verdict is third such courtroom loss for Monsanto in California since August.

The state court jury in Oakland concluded that Monsanto’s weed killer caused the non-Hodgkin’s lymphoma Alva Pilliod and Alberta Pilliod each contracted. Jurors awarded them each $1 billion in punitive damages in addition to compensatory damages.

A federal jury in San Francisco ordered the weed killer maker in March to pay a Sonoma County man $80 million. A San Francisco jury last August awarded $289 million to a former golf course greenskeeper who blamed his cancer on Monsanto’s Roundup Ready herbicide. A judge later reduced the award to $89 million.

The three California trials were the first of an estimated 13,000 lawsuits pending against Monsanto across the country to go to trial. St. Louis-based Monsanto is owned by the German chemical giant Bayer A.G.

Bayer said Monday that it would appeal the verdict.

“The verdict in this trial has no impact on future cases and trials, as each one has its own factual and legal circumstances,” the company said.

The company noted that none of the California verdicts have been considered by an appeals court and that the U.S. Environmental Protection Agency considers the weed killer safe.

The EPA reaffirmed its position in April, saying that the active ingredient glyphosate found in the weed killer it posed “no risks of concern” for people exposed to it by any means — on farms, in yards and along roadsides, or as residue left on food crops.

The lawsuits have battered Bayer’s stock since it purchased Monsanto for $63 billion last year and Bayer’s top managers are facing shareholders discontent.

Chairman Werner Wenning told shareholders at Bayer’s annual general meeting in Bonn last month that company leaders “very much regret” falls in its share price. At the same time, CEO Werner Baumann insisted that “the acquisition of Monsanto was and remains the right move for Bayer.”

Bayer’s stock price closed Monday at $15.91 a share, down 45 cents or 2.76 percent per share, in trading on the New York Stock Exchange. The verdict was announced after the trading session closed.

Bayer’s share price has lost half its value since it reached s 52-week high of $32.80 a share.

82-year-old inmate dies at southeast Nebraska prison

TECUMSEH, Neb. (AP) – Authorities say an 82-year-old inmate has died at the Tecumseh prison in southeast Nebraska.

The Nebraska Correctional Services Department says Jerry Hansen died Saturday evening. He started his sentence on May 20, 1965, at the age of 28.

His cause of death has not been determined. State law requires a grand jury investigation whenever someone dies in custody or while being arrested.

Prison records say Hansen was serving two sentences of 10 years to life in prison for second-degree murders in Saunders County. He’d also been convicted of two counts of shooting with intent to kill, wound or maim.

Local nonprofit organizations received $271,378 in gifts from donors along with cash prizes from sponsors and earned matching funds on North Platte Giving Day. Mid-Nebraska Community Foundation hosted the 24-hour giving event on Wednesday, May 8.

This year’s donations total, as well as the number of gifts, were the highest in the four-year history of Giving Day. “The 1,106 donations this year speaks loudly about the generosity of people here as well as the level of support for local nonprofit causes,” said Eric Seacrest, Executive Director of the Community Foundation.

68 local nonprofit causes participated in Giving Day this year. “100% of each donation will go to donor-selected local nonprofits,” Seacrest said.

At the top of the nonprofit leaderboard was Prairie Arts Center raising $77,210, half of which came from pledged matching funds.

41 sponsored cash prizes of between $200 and $1,000 were awarded to nonprofits based on donations made online or by check during Giving Day. “Matching funds, as well as sponsored cash prizes, encourage donors to support favorite community causes.” said Seacrest.

Nebraska may take new steps to prosecute human traffickers

LINCOLN, Neb. (AP) — Traffickers who sell women and children for sex in Nebraska could have their phones tapped by law enforcement and face prosecution years or even decades after their crimes under a sweeping new bill set for legislative debate.

Lawmakers are expected to vote on a package this week that would make it easier to prosecute human traffickers and provide state services to children who fall victim.

It’s the latest step in a multi-year, bipartisan push to clamp down on human trafficking in Nebraska. Lawmakers in recent years have increased criminal penalties for traffickers, cleared the way for more lawsuits by victims and shifted state law so that it focuses more on punishing pimps and johns while helping survivors.

The package will “continue to make Nebraska a leader in terms of combatting human trafficking,” said Sen. Julie Slama, of Peru, a leading sponsor.

The bill would extend the statute of limitations for sex and labor trafficking of an adult from three to seven years. For cases involving minors, it would abolish the statute of limitations. Nebraska imposes statutes of limitations for all but a handful of major crimes such as murder, arson, treason and certain forms of sexual assault.

Under the bill, prosecutors could charge caregivers with child abuse if they place children in a situation where they could be trafficked. Additionally, it would require the Department of Health and Human Services to investigate cases of child human trafficking and provide information about services available to help them.

Prosecutors could also seek a judge’s permission to monitor the communications of sex traffickers. State law already allows wiretaps in cases involving murder, kidnapping, robbery, bribery, extortion and drug deals.

Supporters said the bill will help the state deter trafficking cases involving some of Nebraska’s most vulnerable residents.

“It significantly strengthens our laws against human trafficking,” said Nate Grasz, policy director for the Nebraska Family Alliance. “It ensures justice for victims and empowers law enforcement to really target human trafficking rings.”

Grasz pointed to a human trafficking investigation that used hidden cameras in Florida, resulting in charges being filed against New England Patriots owner Robert Kraft. Kraft has pleaded not guilty to two misdemeanor solicitation charges, and his attorneys have argued that Florida law doesn’t allow wiretaps for prostitution.

Critics said they support the effort to reduce human trafficking but cautioned against getting rid of statutes of limitations for additional crimes.

Statutes of limitations are designed to bring finality to cases, forcing prosecutors to either file charges or decline to pursue a case, said Christopher “Spike” Eickholt, a lobbyist for the Nebraska Criminal Defense Attorneys Association.

Eickholt said extending or eliminating a statute of limitations for one type of crime opens the door for lawmakers to do the same thing with others.

“At some point, you ought to be able to know whether you’re going to be charged with a crime,” he said.

Grasz said human trafficking of children is egregious enough that it shouldn’t have a statute of limitations.

Nebraska has seen a handful of high-profile human trafficking cases, but tracking exact numbers is difficult because many are prosecuted as prostitution or child sexual assault cases, which carry harsher penalties. A 2017 study from the Women’s Fund of Omaha estimated that 900 people were sold for sex in Nebraska each month.

Nebraska has made major strides in addressing the problem and ranks well compared with other states, but it still isn’t providing enough money to help survivors once they’re escaped their trafficker, said Meghan Malik, trafficking project manager for the Women’s Fund of Omaha.

Malik said human trafficking survivors don’t always report the crime right away out of fear that their traffickers might retaliate against them, and many are still traumatized. That’s why it’s important for prosecutors to be able to file charges years after the abuse, she said.

“It can be very difficult to come forward,” she said. “This allows those survivors the time they need to heal and overcome their fears and pursue justice.”

Nearly 9 tons of medication collected in Iowa, Nebraska

OMAHA, Neb. (AP) — Federal drug enforcement officials say nearly 9 tons (8.16 metric tons) of medication was collected last month in Nebraska and Iowa as part of a program that allows the public to turn in unused, expired or unwanted prescription drugs.

The federal Drug Enforcement Administration says more than 5,660 pounds (2,567.36 kilograms) of medication was turned in at 47 sites in Nebraska the DEA’s Drug Take-Back Day held April 27. In Iowa, 11,680 pounds (5,298.01 kilograms) of prescription medication was collected.

The DEA says that since the program began in 2010, Nebraska has collected 94,149 pounds (42,705.71 kilograms) of discarded drugs, and Iowa has collected 135,255 pounds (61,351.27 kilograms).

The program is intended to curb prescription drug abuse and overdoses and accidental poisonings.

Hot job market awaits 2019 college graduates

OMAHA, Neb. (AP) — College graduates will be hitting a hot job market this spring if they’re ready to begin their careers, counselors and recruiters said.

“The market’s pretty phenomenal for our students right now,” said Bill Watts, the University of Nebraska-Lincoln’s director of advising and career services. He said graduates have better chances this year to land good jobs than he’s seen in 20 years.

The National Association of Colleges and Employers said last month that hiring of college graduates will go up 10.7% this year from last year, the Omaha World-Herald reported .

The United States’ unemployment rate fell to 3.8 percent last month, Nebraska’s to 2.8% and Iowa’s to 2.4%. That means there’s a comparatively small supply of prospective employees available, workforce experts said.

The Nebraska Labor Department estimated recently that the state will have 21,410 annual openings through 2026 in high-skill, high-wage, high-demand jobs requiring at least a bachelor’s degree.

College career directors said their job fairs have boomed. Watts said the Lincoln fair has moved from the city campus student union to Pinnacle Bank Arena because so many businesses and organizations come.

Creighton University had a waiting list for businesses for its career fair last fall, said Jeremy Fisher, Creighton’s career center director. And the Iowa State agriculture career day in February drew 277 companies and organizations, which tied the Cyclones’ record, said Mike Gaul, head of career services for Iowa State’s College of Agriculture and Life Sciences.

Engineering and computer science grads are highly prized by many employers, but advisers said liberal arts majors can maximize their chances by exhibiting their ability to think critically, communicate and work with teams as well as getting work experience.

Natalie Knott, of Louisville, will graduate from Hastings College with a double major: business administration and marketing. She said she had 18 job interviews — more than one with some companies — and received two offers. She took a job with NRC Health, a Lincoln-based consumer researcher for hospitals.

“It’s such a relief to have it done,” she said of the job hunt. “I’ve had a plan and a vision of what I wanted to do.”
