Experts Say Drought Has Depleted Nebraska’s Reserve of Soil Moisture

dry-nebraskaExperts say Nebraska’s reserve of soil moisture is gone, compounding the continuing bad news about Nebraska’s drought.

Mark Svoboda, of the National Drought Mitigation Center at the University of Nebraska-Lincoln, told a state drought task force Monday that the reserve was amassed during several years of relatively generous rainfall.

The center says 96 percent of the state remains in extreme or exceptional drought.

State climatologist Al Dutcher says storm systems are expected to make their way across the state in the next few weeks, before cornfields are planted for the 2013 crop.

Lincoln County CASA Sheds Light on Child Abuse with Superhero 5K

CASA-5KApril is National Child Abuse Prevention month. Every child needs a hero, but abused and neglected children need a superhero. To bring awareness to the issue in our community, Lincoln County CASA (Court Appointed Special Advocates) is hosting the 1st Annual CASA superhero 5K, Saturday, April 13th.

Lincoln County CASA’s mission is to advocate, support, and promote court-appointed volunteer advocacy for abused and neglected children, striving to secure a safe and permanent home for each child.  Proceeds from the 5K will benefit our local CASA program in efforts to recruit and train CASA volunteers who will give a “voice” to abused and neglected children.

You can support the program by becoming a sponsor of the race and/or participating in the race itself.

Hershey Man Arrested After Shotgun Discovered During Traffic Stop

No tail lights and a shotgun lead to the arrest of a 35-year-old Hershey man.

An officer with the North Platte Police Department initiated a traffic stop on a pickup just before 9:00 pm Saturday night, after noticing its tail lights weren’t working properly.

Upon approaching the vehicle, the officer observed a shotgun between the driver, Gregory Skinner and a passenger.

After running a records check on Skinner, the officer learned that an active domestic abuse protection order prohibited Skinner from carrying a gun and placed him under arrest.

A subsequent search of the Skinner revealed a small amount of marijuana.

According to Lincoln County Detention Center records, Skinner was charged with Carrying a Prohibited Weapon, Possession of a Controlled Substance, Possession of Narcotic Equipment, two counts of Theft by Unlawful Taking and Intimidation by Phone.

 

 

 

 

Bill Would Change NE Prescription Rules for STDs

Nebraska lawmakers began debating a measure that would allow partners of people diagnosed with chlamydia or gonorrhea to receive prescription drugs without visiting a doctor.

Sen. Sara Howard of Omaha introduced the bill during debate on Monday. She says the measure is needed to address a state epidemic of sexually transmitted diseases.

The bill would allow physician and nurses to provide oral drugs for an infected patient’s partner. The measure intends to prevent partners from re-exchanging sexually transmitted infections. Additionally, Howard says it would protect pregnant mothers from passing illnesses onto babies.

A similar measure was introduced last year, but fell four votes short of the 25 votes it needed to advance through first-round legislative debate.

Lawmakers will continue debating the bill on Tuesday.

 

Nebraskan’s Urged to Watch Out for Online Scams

Better-business-bureauNebraskans are being urged to watch out for online scams after a woman lost nearly $2,500 while searching for a roommate.

The Better Business Bureau of Nebraska issued a warning Monday that scams related to real estate are common online.

The BBB’s Jim Hegarty says an Omaha woman who answered an ad appearing to be from a Canadian woman moving to Nebraska lost $2,485.

Hegarty says the woman deposited bogus money orders, and then agreed to transfer thousands to people who were supposedly helping the Canadian woman move.

The Omaha woman’s bank later determined the money orders were fake, and now the woman must repay the money she transferred out.

Consumers are urged to resist deals that require depositing a payment and then transferring some of the money elsewhere.

  • Tracy Black, 53, of Wyoming, will serve one and a half to three years in the State Penitentiary for his role in the attempted robbery of the Farmer’s State Bank in Wallace.  Black and Drew Steier, 20, are responsible for the botched robbery of the bank in August 2012.  In an agreement with prosecutors, Black pleaded guilty to Attempted Robbery.  Authorities say Black waited in the car while Steier entered the bank and brandished a gun, demanding money from the teller.  No money was taken.  Police located the duo a short time later in Imperial and determined that the gun used was fake.  Prior to sentencing, Black told District Court Judge Donald Rowlands that he is extremely sorry and an incident such as this will never happen again.

  • Michael Stone was sentenced to two to six years in prison for Possession of Stolen Property.  Stone was arrested following a traffic stop in September of 2012 after Police discovered that Stone had seven active warrants in Lincoln County.  Judge Rowlands noted Stone’s extensive criminal record that dated back to 1999 as a reason for the prison sentence.  The charge stems from Stone taking his girlfriend’s car.  His attorney, Mike Nozicka, told the Court that Stone took the vehicle with permission, but kept it for much longer than the victim had authorized.

  • Ryan Marwardt, 28, pleaded No Contest to three misdemeanor charges of Criminal Mischief, First Degree Trespassing and Resisting Arrest after reaching a plea deal with prosecutors.  Markwardt along with Thomas Keefer are accused of burglarizing a residence on North Bailey Street in January of last year.  He will be sentenced on May 6.

  • Jamey Koch, 40, pleaded guilty to Attempted Burglary and Possession of Methamphetamine after a plea deal with Prosecutors.  Koch is accused of breaking into Gracie Mae’s Bakery on March 4.  Officers arrived at the business to find the front door broken out and located Koch inside.  Following a search of Koch’s person, officers found two small baggies that contained methamphetamine.  He will be sentenced on the felony charges on May 6.

  • Latonya Campbell, aka Latonya Tyan, entered a No Contest plea to Possession of a Controlled Substance-Hydrocodone after she reached a deal with prosecutors.  She was arrested on a warrant following a traffic stop.  During a search subsequent to arrest, officers located hydrocodone pills in Campbell’s front pocket.  She was sentenced to 180 days in jail and was given credit for 17 days.  She must report to the Lincoln County Detention Center on April 4.  Campbell waived her right to a pre-sentence investigation.

 

 

 

CodeRED Mobile Alert App Receives Upgrade to Improve Community Notification

code-redResidents of Lincoln County, North Platte and Gothenburg will receive enhanced public safety alerts through the newly released version of the public safety app – CodeRED Mobile Alert. The app is provided through the North Platte 911 Center’s existing contract with Emergency Communications Network, LLC.

The new version of the app, which is a free download for iPhone and Android subscribers, will allow residents the ability to view all active alerts for the entire country. This ability was previously limited to a 500-mile radius of the subscriber’s current location and has since been expanded to a 5,000-mile radius. As subscribers navigate to view alerts outside of the area, they now have the option to simply tap the compass icon at the bottom right hand corner of the screen to return them to their current location.

The enhanced app features group badge icons on the subscriber’s setting page to alert the user to select the types of subgroup notifications available. The enhancement was made to draw attention to the subgroups of alerts available as part of the CodeRED Mobile Alert app’s highly customizable settings. To select subgroups, the user must tap on the icon, which will reveal additional alerts available.

Mary Ann Agler, the Telecommunications Supervisor, said the upgraded version of the CodeRED Mobile Alert app will enhance public safety by giving subscribers the ability to see alerts outside of their current area. “If we have a resident traveling outside of the Lincoln County or Gothenburg, they can access active alerts that may have been issued in other CodeRED communities and continue to be an informed citizen,”Agler said.

Residents who would like access to the enhanced CodeRED Mobile Alert must update their current CodeRED Mobile Alert app. For iPhone subscribers, the user may visit their App Store and search for Updates. For Android subscribers, the user will receive a notification that an upgrade is available for the app.

The upgraded version of the CodeRED Mobile Alert app comes at no additional cost to the North Platte 911 Center’s current contract with Emergency Communications Network.

“We encourage all our residents who have smartphones to download the app. The app enables us to send notifications to only those citizens in the affected area of the alert, reducing false alarms,” Agler said.

NPPD Honors Best Dressed Officer and Employee of the Year

North Platte Police Chief Mike Swain recently announced awards given to exemplary employees of the North Platte Police Department (NPPD).

Police Officer Troy Erickson has been named the Best Dressed officer of the Year for 2012.  Each year, the Police Department holds regular inspections of their uniformed officers to ensure they maintain a high standard of uniform dress and overall appearance.  All uniformed officers compete for this honor each and every year.  Officer Erickson has served with the NPPD for 13 years and is currently assigned to the Patrol division.

Telecommunicator II Connie Kramer has been named the NPPD’s Employee of the Year for 2012.  Kramer began her employment with the Department in May of 1990.  She was promoted to Telecommunicator II in February of 2002.  She serves as a Communications Training Officer for the NPPD, training new employees and keeping the training program up-to-date.

Additionally, Kramer is serving as President of the Nebraska Emergency Communications Association (NESCA), and has served on the NESCA Training Committee for several years, developing the training curriculum for public safety communicators.  She also serves as a guest instructor at the Nebraska Law Enforcement Training Center twice each year for the basic dispatcher and emergency medical dispatcher

training courses.  In 2011, Kramer received the NESCA Jud Reed Lifetime Achievement Award in recognition of her outstanding service to others through training, good judgement and devotion to the communications field.

NPPD Public Information Officer Rodney Brown says Kramer helps foster a good working environment, has a positive attitude and is very supportive of her employees and coworkers.  He added that she leads by example, is insistent that she gets involved in day-to-day activities of a dispatcher while fulfilling her supervisory responsibilities and takes pride in her work and the operation of the 911 Center.

Both of these public servants should be commended for their dedication, not only to the City of North Platte, but also for making the NPPD one of the most respected departments in the State of Nebraska.

NE State Patrol Now Offering Online Background Checks

state-patrol-logoThe Nebraska State Patrol now offers online access for criminal background checks.

Gov. Dave Heineman announced the upgrade on Monday.

Nebraska State Patrol Superintendent David Sankey says automating the service will let Nebraskans obtain records faster. Prior criminal background checks could take three to 10 days after requesting to obtain.

Previously Nebraskans have only been able to request such records by mail, fax or in person.

Nebraskans requesting name-only criminal background checks can access the records online at www.ne.gov/go/crime_report . Each request costs $18 and must be paid with a credit card.

The Nebraska State Patrol processed more than 33,000 name-only criminal history background checks requests in 2012.
