Game and Parks Commission to consider deer, antelope and elk hunting recommendations

LINCOLN, Neb. – The Nebraska Game and Parks Commission will consider recommendations for 2019 deer, antelope and elk hunting seasons when it meets April 24 at Ponca State Park.

The meeting will begin at 8 a.m. at the park’s Missouri National Recreational River Resource and Education Center. The park is located at 88090 Spur 26E in Dixon County.

A public hearing is scheduled for proposed amendments to Commission orders pertaining to season dates, bag limits, permit quantities and areas open for deer, antelope and elk hunting.

Hunters should be aware that staff will be presenting additional changes at the meeting to the big game orders posted for review. Those additional changes are in response to severe March weather in northwest Nebraska and deer depredation issues in southwest and central parts of the state, and would affect the following three deer management units as follows:

Pine Ridge – Decrease Any Deer (but no antlerless mule deer) permits to 1,200 and increase Any Whitetail permits to 1,000.

Loup West Season Choice Area – Decrease permits to 300 and change bag limit to two Antlerless Only deer.

Frenchman West Season Choice Area – Expand unit boundary eastward.

Also on the agenda is a public hearing for input regarding the listing and delisting of state threatened and endangered species in the Commission’s District 3, which is northeast Nebraska.

In addition, the Commission will consider at staff recommendation to approve the acquisition of 74.97 acres in Banner County adjacent to Williams Gap Wildlife Management Area and designation of it as an addition to the area.

The Commission also will hear several staff updates, including the new, Take ’em Fishing promotion, which challenges anglers to pledge to take a new or lapsed angler fishing for a chance to win prizes.

There also will be a report on big game research, a presentation on the fish, wildlife and park resources in northeast Nebraska, and an environmental report.

Census: 9 Nebraska counties reach record population highs

OMAHA, Neb. (AP) – U.S. Census Bureau data shows that nine Nebraska counties hit record population highs last year.

Nebraska’s three largest counties, Douglas, Lancaster and Sarpy, account for more than 55% of the state’s 1.9 million residents.

David Drozd works for the Center for Public Affairs Research at the University of Nebraska-Omaha. Drozd says those three counties collectively added more than 12,000 people in the last year. He says the state’s 90 other counties lost roughly 700 people combined.

The new figures show the Omaha metro area grew by nearly 10,000 people between 2017 and 2018, and the Lincoln metro area added about 3,100 people.

Lancaster County continued to grow, but at a slower rate. Drozd attributes this to an increase in deaths and retirement among baby boomers, and a slowdown in births.

NP man charged with arson after mobile home fire

State Fire Marshal investigators have arrested a man in connection with a residential structure fire, Wednesday at 2109 W. 16th St.

The North Platte Fire Department was dispatched at approximately 6:10 p.m. and the State Fire Marshal was called to determine origin and cause.

Upon further investigation of the structure, the cause of the fire was determined to be incendiary. Kevin Donnelly, 60, of North Platte, was arrested for second-degree arson and lodged at the Lincoln County Jail.

The State Fire Marshal Agency was assisted by the North Platte Fire Department and the North Platte Police Department.

The fire remains under investigation.

Union Pacific 1Q profit up 6% despite less freight

OMAHA, Neb. (AP) — Union Pacific’s first-quarter profit chugged ahead 6% even though the railroad hauled 2% fewer carloads and dealt with massive flooding.

The Omaha, Nebraska-based railroad said Thursday it earned $1.39 billion, or $1.93 per share. That’s up from $1.31 billion net income, or $1.68 per share, last year.

The nine analysts surveyed by Zacks Investment Research expected Union Pacific Corp. to report earnings of $1.89 per share.

The railroad’s revenue declined 2% to $5.38 billion in the period, which did not meet Street forecasts. Six analysts surveyed by Zacks expected $5.48 billion.

Union Pacific has been working to streamline its operations by running trains on a tighter schedule so it can use fewer locomotives, cars and employees to move the same freight. The railroad said its expenses declined 3% to $3.42 billion.

CEO Lance Fritz said those efforts helped the railroad rebound quickly from severe cold weather and flooding along the Missouri River and its tributaries. Most of the reduced volume in the quarter was related to the weather challenges.

The railroad said it still expects its volume to grow at a low-single-digit rate this year while it cuts expenses by at least $500 million.

Citi analyst Christian Wetherbee said the quarter seemed a bit better than investors feared.

Union Pacific shares have increased 23% since the beginning of the year, while the Standard & Poor’s 500 index has climbed 16%. The stock has climbed 23% in the last 12 months.

Chase County residents to vote on $20.5M hospital proposal

IMPERIAL, Neb. (AP) — Chase County residents are being asked to approve a $20.5 million bond measure to improve the county hospital.

The McCook Gazette reports that registered voters will receive ballots beginning Monday. The ballots must be returned to the county clerk by 5 p.m. May 14 to be counted in the all-mail election.

Hospital CEO Steve Lewis says the project would address a number of deficiencies and health, safety and code requirements.

The county assessor’s office has said the average homeowner would pay about $90 a year more in property taxes if the measure were to pass.

Nebraska correctional officers union reaches new contact

LINCOLN, Neb. (AP) — Nebraska correctional workers will get pay increases based on their years of service and other factors under a new contract agreement with Gov. Pete Ricketts’ administration.

The contract announced Wednesday will provide 2.5 percent merit raises to new corrections officers once they hit certain milestones in their careers, including 1, 3, 5, 7 and 10 years of satisfactory performance.

Current officers will get a higher wage based on years of service in July. A correctional officer with 10 years of service will get a 12.5 percent increase.

The contract also gives state officials the discretion to implement 12-hour shifts at high-security men’s prisons on up to 50% of posts. It’s designed to reduce overtime.

Ricketts says the plan builds on the work prison administrators have done to reduce employee turnover.

Nebraska lawmakers unveil tentative property tax package

LINCOLN, Neb. (AP) – Nebraska lawmakers have unveiled a new plan to reduce property taxes by boosting state aid for K-12 schools, raising the state sales tax and eliminating tax exemptions.

Members of the Revenue Committee announced the proposal Wednesday but say it’s still subject to change.

The measure would increase state equalization aid to schools from roughly $1 billion to $1.5 billion a year in an effort to reduce the taxes schools generate through local property taxes. School property taxes would decline by an average of 20 percent.

It also would raise the state sales tax rate from the current 5.5 percent to 6.25 percent and eliminate sales tax exemptions for junk food, bottled water, storage, plumbing and HVAC repairs.

Gov. Pete Ricketts opposes any plan that lowers one tax by raising another.

Nebraska advances scaled-back bill aimed at wind energy

LINCOLN, Neb. (AP) — Nebraska lawmakers have advanced a scaled-back bill that could make it harder to install wind-energy transmission lines on private property if landowners object.

A new version the measure that was previously defeated won first-round approval Wednesday on a 40-1 vote.

The original bill would have barred Nebraska’s public power organizations from using eminent domain to install transmission lines for use by privately developed wind-energy farms. Opponents say it would have stifled wind energy development in Nebraska.

Senators agreed to revive the measure, however, and reached a compromise. The new version still allows eminent domain for renewable energy projects but gives opponents a better opportunity to challenge such projects in court.

The bill was introduced by state Sen. Tom Brewer, of Gordon, whose district includes Nebraska’s scenic Sandhills.
