NP man accused of physically and sexually assaulting his wife

A 911 hang-up call ended with a North Platte man facing criminal charges.

At around 9:26 a.m., on September 22, officers responded to a residence in the 800 block of South Griffith Avenue after the North Platte 911 Center received a hang-up call.

According to Investigator John Deal, the officers arrived and made contact with a 30-year-old female and her husband, 33-year-old Kerec Gilmore.

Deal says, early in the investigation, Gilmore indicated to officers that the 911 call was an accident and that he wanted to leave.  He was allowed to do so because no probable cause existed to arrest or detain him at that time.  The female, however, wanted to speak to the officers about what happened.

An interview was conducted, and the victim indicated that she had been in the bathroom getting ready for work when she and Gilmore got into an argument.

Police say the victim stated that she was sitting down at the time of the argument.  At one point, Gilmore allegedly sexually assaulted her and head-butted her in the forehead.

Investigator Deal says as the officers were interviewing her, swelling began to appear on her forehead.

After the interview, officers determined that there was probable cause to arrest Gilmore.

He was contacted at a residence in the 2000 block of West 17th street and arrested on charges of felony domestic assault and felony first-degree sexual assault.

Jail records indicate that Gilmore is being held without bond.

Theft of scrap metal leads to felony charge for NP man

Nicholas MacMillan

A 36-year-old North Platte man, who police say stole some scrap metal from a local business, is now facing a felony charge.

On Wednesday, at around 6:55 p.m., an officer on patrol observed Nicholas MacMillan walking in the 1100 block of East Seventh Street, carrying some scrap metal.

According to Investigator John Deal, the officer contacted MacMillan and asked him some basic questions, including where he got the metal from.

MacMillan told the officer that he had gotten the metal from Pagel Electric, 819 East Seventh Street.  He told the officer that he had been given permission to take the metal, and said he worked for Pagel.  He also claimed that the metal was in the garbage at the business, and was going to be thrown away.

The officer made contact with the owner of the business, who denied giving MacMillan permission to take the metal and said he did not even know him. They also denied that the metal was in the garbage and claimed it was on their property.

As a result, MacMillan was placed under arrest and charged with theft.  Because of prior convictions, the charge was enhanced to a felony, according to Deal.  Court records indicate that this would be his third theft charge.

MacMillan was jailed at the Lincoln County Detention Center.  His bond was set at ten percent of $10,000.

Alcohol prevention nonprofit scrutinized in Nebraska audit

project-extra-mileLINCOLN, Neb. (AP) — Nebraska’s state auditor says an alcohol prevention group made a number of unpermitted and unreasonable purchases with grant funding in 2015 and 2016.

The report, issued by State Auditor Charlie Janssen on Wednesday, says Project Extra Mile’s expenses included a $4,600 dinner that was more entertainment than business as well as too many meals for training events.

The nonprofit’s interim director, Diane Riibe, says the report was politically motivated, nitpicky and factually incorrect in spots. She says there was no fraud, mismanagement or malfeasance in handling of the funds.

Mary Avery, the state auditor office’s special audits and finance manager, says the auditor began the review after the office heard substantiated concerns about the nonprofit’s spending of federal dollars.

The majority of the group’s money comes from grants.

Nebraska kicks off major road projects with $300M investment

road-workLINCOLN, Neb. (AP) — Nebraska is slated to invest nearly $300 million for eight long-delayed highway projects and will begin design work on 12 others with the goal of having all finished by 2033.

Gov. Pete Ricketts unveiled the project list Thursday at the Capitol. The projects will receive funding through a $450 million infrastructure package approved by lawmakers earlier this year.

The list includes the expansion of U.S. Highway 275 from two lanes to four, a major priority of business leaders in that area. Construction will begin first between Scribner and West Point at a cost of $90 million. A stretch between West Point and Pilger is in the design phase.

Work will also take place on priority projects in Omaha, Springview, Minatare, Fremont and U.S. Highway 83 between North Platte and McCook.

Nebraska prisons to launch new sentence-calculating software

prisonLINCOLN, Neb. (AP) — Nebraska’s corrections department is launching new software that will calculate prisoner sentences automatically, reducing the risk of errors that could lead to an inmate getting released too early.

Department of Correctional Services Director Scott Frakes says employees will start using the software on Saturday and praised the technology as a way to improve accuracy and efficiency.

Frakes says he’s confident the software will help the department avoid the widespread sentencing errors under previous administrations, which resulted in hundreds of inmates not completing their full court-ordered sentences.

The new system can be adjusted to account for new court rulings and legislation that changes how sentences should be calculated. It’s the latest in a series of steps Frakes has taken to improve how the department operates.

OMAHA, Neb. (AP) — Longtime Nebraska politician Bill Barrett, who helped shape the nation’s farm policy during his 10 years in Congress, has died at age 87.

The conservative Republican was known for seeking consensus and compromise during his decade representing the western two-thirds of Nebraska in the state’s 3rd Congressional District.

Tami Reynolds of Reynolds-Love Funeral Home in Lexington said Barrett died Tuesday night at an assisted living facility in Lexington, his hometown.

Barrett was outspoken on farm issues and helped write the Freedom to Farm Act in 1996 that limited farm subsidies. He also tried to keep the federal government out of local water rights issues.

He served in the U.S. House from 1991 through 2000. Before that, he spent 12 years in the Nebraska Legislature, his final four as speaker.
