A South Dakota man is in jail in Lincoln County after a rather strange series of events on Tuesday night.

At around 9:20 p.m., deputies with the Lincoln County Sheriff’s Office were dispatched to a residence on East Golden Road.

The property owner had reported that there were a pickup and camper parked on his property, and he didn’t know who it belonged to.

The victim told deputies that he approached the pickup and camper and found them both to be unoccupied.

A short time later, a male subject, unknown to the victim, drove up in one of the family’s cars, and was wearing a hat and gloves that belonged to the victim’s wife.

After noticing that the male subject, later identified as Craig Halstead, had a gun, the victim left the area and contacted law enforcement.

Deputies located Halstead in his camper, along with several firearms and property belonging to the victim.

Halstead was detained and transported to the Lincoln County Detention Center, where he was jailed on charges of trespassing, unauthorized use of a vehicle, felony theft, felony possession of stolen property and use of a deadly weapon during the commission of a felony.

Deputies say the investigation is ongoing.

 

 

CHICAGO (AP) — Alcohol problems affect almost 33 million adults and most have never sought treatment. That’s according to a government survey indicating that rates have increased in recent years.

It’s the first national estimate based on a new definition of “alcohol use disorders” in a widely used psychiatric handbook that was updated two years ago. Fourteen percent of adults are affected.

The new definition combines alcohol abuse and dependence, which had been two separate disorders. It adds craving as one symptom and eliminates alcohol-related legal problems as another. Problem drinkers have at least two of 11 symptoms, including drinking that harms performance at work, school or home and frequent hangovers.

The study was published Wednesday in the journal JAMA Psychiatry.

LINCOLN, Neb. (AP) — Nebraska Gov. Pete Ricketts and several officials have visited with inmates participating in a club that helps them connect and communicate with others.

The governor, the director of the state Department of Correctional Services and a Nebraska senator joined a Monday meeting with around 15 inmates at the State Penitentiary to watch some of them deliver speeches.

Sponsors of the INnovators Club say it helps build inmates’ confidence and communication skills. Ricketts pushed the inmates to stick with the group and shook hands with some of them.

Members of the club say it’s still struggling to pay the dues needed to make them official with its parent organization, Toastmasters International. INnovators president Jose Rodriguez pushed officials to make sure the club stays afloat.

SAN DIEGO (AP) — The Marine Corps will honor six Marines who were killed in a helicopter crash while on a rescue mission for earthquake victims in Nepal.

The memorial ceremony will be held Wednesday afternoon on the flight line at Marine Corps Air Station Camp Pendleton, north of San Diego.

The six Marines and two Nepalese soldiers were aboard the U.S. military’s UH-1 “Huey” helicopter that went down May 12. The Marines were part of the Marine Light Attack Helicopter Squadron 469 of the 3rd Marine Aircraft Wing.

An investigation into the cause of the crash continues.

The Marines were helping with humanitarian efforts after recent earthquakes in Nepal that killed more than 8,600 people.

LINCOLN, Neb. (AP) — A ballot campaign to preserve Nebraska’s death penalty will be led by an Omaha state lawmaker and the state treasurer.

Sen. Beau McCoy and State Treasurer Don Stenberg will serve as co-chairs of Nebraskans for the Death Penalty.

The group formed less than a week after lawmakers voted to override Gov. Pete Ricketts’ veto and abolish the death penalty, which hasn’t been carried out in Nebraska since 1997. Ricketts endorsed the campaign on Tuesday.

The group filed for a referendum Monday and expects to have petitions available as early as Friday. Organizers launched a website, www.NebraskansfortheDeathPenalty.com .

The repeal law goes into effect three months after the session ends. Supporters have until late August to submit enough signatures for a referendum, which would take place in November 2016.

GERING, Neb. (AP) — The Scotts Bluff County jail director has been fined and ordered to serve 12 months of probation for drunken driving.

61-year-old Ron Johns was sentenced on Monday. The fine and court costs totaled nearly $1,100. Johns had pleaded guilty in April to misdemeanor driving under the influence.

An arrest affidavit says Gering police were contacted on July 29, 2014, about an accident. An officer found Johns’ vehicle with extensive damage in the middle of a road at the crash scene.

The officer says in the arrest affidavit that he smelled alcohol coming from Johns and that Johns slurred his words as he talked to the officer. Johns was arrested after a preliminary breath test.

SIDNEY, Neb. (AP) — Sidney’s police chief says a Nebraska State Patrol investigation has essentially cleared two officers who fatally shot a man armed with a knife.

Sgt. Chad Borgmann and Officer Austin Smith have returned to duty after being put on paid leave following the April shooting of 44-year-old Dana Hlavinka. Chief B.J. Wilkinson said Monday that patrol investigators concluded that the officers followed policy.

A grand jury will be convened to examine the case, which is required after someone dies in police custody or while being arrested.

The officers had responded to a domestic dispute on April 19 at a Sidney residence, where a bleeding woman had been seen running away. The officers entered the home and were confronted by Hlavinka, who was holding a knife.

LINCOLN, Neb. (AP) — A dozen individual health insurance plans in Nebraska are proposing double-digit premium increases for next year, citing higher medical and prescription drug costs and greater use of services.

The proposed hikes would apply to plans sold on the health insurance exchanges created under the federal health care law, as well as individual coverage sold through brokers and agents.

UnitedHealthcare Life Insurance Company proposed one plan with a 10 percent increase, while Time Insurance Company is proposing a more than 32 percent increase for one of its plans.

The rate proposals were posted online by the U.S. Department of Health and Human Services. Rate increases were only disclosed on the website if they were proposed to grow by 10 percent or more.
