Neb. Beer Breweries, Farmers Fret Over FDA Plan

craft-beers(AP) — Beer breweries in Nebraska are sounding an alarm about a federal proposal that would put an end to their practice of giving spent grains to local farmers to use as cattle feed.

The practice is mutually beneficial. It not only gives farmers cheap and nutritious feed for cattle, it keeps breweries’ from having to pay the cost of hauling the spent grain to a landfill.

The federal Food and Drug Administration wants to require brewers to meet the same standards that livestock and pet-food manufactures must meet. That would include sanitary handling procedures, record-keeping and other food safety processes.

Several Lincoln breweries say those requirements would be too onerous, and they’d have to stop donating the spent grain.

2nd Try to Override Neb. Cougar Hunting Veto Fails

ernie-chambers(AP) — Nebraska lawmakers have again failed to override Gov. Dave Heineman’s veto of a bill that would ban mountain lion hunting.

The 28-21 vote on Thursday was two votes short of the support needed.

Lawmakers agreed to give Sen. Ernie Chambers of Omaha a second vote on his bill, one day after an initial veto-override motion failed.

Heineman argued in his veto message that state wildlife officials should have the power to regulate the mountain lion population through a controlled hunting season. Chambers, a well-known animal advocate, says the population in Nebraska is so small that management isn’t necessary.

Nebraska approved its mountain lion hunting season in 2012. Mountain lions are native to Nebraska, but were virtually wiped out by early settlers.

5-Finger Discount Leads to Felony Charge for NP Man

A North Platte man is facing a felony theft charge after he allegedly stole merchandise and switched price tags at a local business.

At around 3 p.m., on Wednesday, officers with the North Platte Police Department responded to the report of a shoplifter at Menards, 4571 South Parkway Drive.

Store staff alleged that the suspect, 27-year-old Matthew Rauterkus, changed a price tag on a large, boxed vehicle canopy to reduce the price from over $400 to around $80.

Officer Rodney Brown said Rauterkus paid for the item, then drove around behind the store to load additional items he had purchased from the Lawn and Garden center at the store.

Brown said Rauterkus then loaded and concealed several other items that he had not purchased.  The items included a surveillance security system and headphones valued at over $500.  Rauterkus allegedly staged these items earlier so he could steal them.

An employee told officers that they had observed a female in the front seat of the van covering the stolen merchandise with a coat as she and Rauterkus drove away.

The van was eventually located at a residence in the 1400 block of William Avenue.

It was there, Brown said, that officers discovered Rauterkus, and, following further investigation, determined there was probable cause to arrest him for felony theft by shoplifting.

A search warrant was obtained for the residence, and resulted in the discovery of the stolen merchandise.

Rauterkus was transported to the Lincoln County Detention Center.

Brown said officers are still investigating to determine what role the female played in the crime.

Neb. Legislature Awarded for Closed Captioning

nebraska associatioin of the deaf(AP) — Advocates for the deaf and hard of hearing are recognizing the Nebraska Legislature for its efforts to provide closed captioning of floor debate.

The Nebraska Association for the Deaf presented the Nebraska Award for Advocacy to the Legislature on Wednesday. The Legislature has offered the service since January on Nebraska Educational Telecommunications.

Jonathan Scherling, president of the association, says the service allows him and others to receive the most-up-to-date information about what’s happening in the Legislature.

Sen. Bob Krist of Omaha, who accepted the award on behalf of lawmakers, says it’s important to ensure that the Legislature communicates effectively with its citizens.

NSP Pushes Initiative on Safe Teen Driving

state-patrol-logo(AP) — Nebraska officials are ramping up their efforts to encourage safe driving from teenagers.

The Nebraska State Patrol says an education initiative will involve safe driving presentations. Officials will use simulators that show people the effects of using a seat belt and what it’s like to be in a rollover crash.

The initiative will begin in April and end in September.

The Nebraska Office of Highway Safety, which is helping to pay for the programming, says nearly 80 percent of teen drivers involved in fatal crashes in Nebraska were not using seat belts.

Nebraska is New Front in Battle for Control of GOP

GOP(AP) — Compared with the acrimonious primary campaigns elsewhere, the race for the GOP Senate nomination in Nebraska sounds like two nice guys running for local Rotary Club president.

But make no mistake, Nebraska is a new front in the bitter national struggle inside the Republican Party between established leaders determined to maintain control and right-wing insurgents trying to change the party’s direction.

Behind the public geniality, party powerbrokers including Senate Minority Leader Mitch McConnell and his allies are quietly backing Shane Osborn, a Navy veteran best known as the pilot of an American spy plane forced down by the Chinese military in 2001. They are steering donors his way.

Tea party groups are endorsing Ben Sasse, the president of Midland University in Fremont, and sending him contributions, too.

Lawmakers fell six votes short Wednesday of the 30 needed for an override. Heineman rejected the bill last week, saying the Nebraska Game and Parks Commission should have the power to manage the animals.

Sen. Ernie Chambers of Omaha argues that cougars pose no real threat to humans — and if they did, state law already allows people to kill them to defend themselves or their property.

The state approved mountain lion hunting in 2012, while Chambers was briefly out of office because of term limits.

Chambers introduced a motion Wednesday to reconsider the vote so that lawmakers might revisit the issue this year.

Water Released from Lake McConaughy to Benefit Whooping Cranes

The releases started Saturday and are expected to continue until May 10. They should increase flows from Overton to Grand Island to about 1,700 cubic feet per second.

That is the minimum flow in a dry year that the wildlife agency believes is necessary to maintain adequate roosting and feeding habitat for whooping cranes.

The whooping crane is one of the rarest bird species in North America. It stands nearly 5 feet tall and has a wingspan of up to 7 feet. Whooping cranes are protected under the Endangered Species Act.
