Neb. State Patrol Begins Training New Recruits

state-patrolThe Nebraska State Patrol has begun training a new recruitment class.

Authorities say the 25 members of the 55th recruiting class began instruction Monday. They will go through 23 weeks of training.

The class is made up of 20 males and five females. They were identified through interviews and testing that took place over several months.

The recruits’ training will include more than 1,000 hours of instruction. They will be housed and taught at the patrol’s training academy by the Nebraska Law Enforcement Training Center in Grand Island.

Former North Platte Attorney, Hall County Judge Dies at 65

gavel-more(AP) — Retired Hall County Judge David Bush has died at the age of 65.

Laurie Sheffield of All Faiths Funeral Home in Grand Island said Monday that Bush died Sunday at a nursing facility. He had been battling cancer.

Bush retired in May 2011 after 24 years of service as a judge. He’d been appointed to the county court bench by then-Gov. Kay Orr.

Former law partner John McDermott says Bush “was fair and compassionate” and “extremely balanced.”

Bush first worked in corporate law in Lincoln and then served three years in the Lincoln city attorney’s office before moving to North Platte to go into private practice. He moved to Grand Island in 1980 and became a defense attorney.

Neb. Motorcycle Helmet Repeal Debate Continues

NE Legislature(AP) — Nebraska lawmakers are continuing to debate a bill that would let motorcyclists older than 21 ride without helmets.

Lawmakers finished a third day of debate on the measure Monday without reaching a vote.

Sen. Dave Bloomfield of Hoskins says he introduced the bill because wearing a helmet should be a personal choice. Opponents are concerned about safety and health care costs.

An effort to stop debate Monday failed. Supporters need 33 votes to end a filibuster.

The proposal would exempt riders older than 21 from the helmet requirement, but mandate eye protection on highways. Lawmakers are also debating an amendment that would prohibit motorcycle passengers who are less than 4 feet tall, unless they’re at least 16 years old.

NP Man Racks Up Charges Following Alleged Assault of Girlfriend

A North Platte man is facing numerous felony charges following an alleged assault on his girlfriend.

At around 8:40 a.m. on February 9, officers with the North Platte Police Department responded to the report of a domestic disturbance in the 2500 block of West 21st.  A 28-year-old female alleged that her boyfriend, 25-year-old David Housman, was holding her against her will and abusing her.

Upon arrival, officers found the victim alone at the residence.  Officer Rodney Brown said the victim was frightened that Housman would return.

The victim told officers that Housman struck her with objects, punched and kicked her, and burnt her with a lighter.

Brown said the victim was transported to the Great Plains Regional Medical Center Emergency room for multiple non-life threatening injuries.

Officers returned to the residence with a search warrant and found evidence that supported the victim’s report.

Additionally, they found a large amount of cash, just over a pound of marijuana, suspected methamphetamine, drug paraphernalia consistent with the use and distribution of methamphetamine and marijuana and firearms.

Housman was taken into custody and charged with felony domestic assault, felony strangulation, use of a weapon to commit a felony, possession of methamphetamine, possession of more than one pound of marijuana, possession of a controlled substance with the intent to deliver, firearms and controlled substance violations, money and controlled substance violations, false imprisonment, terroristic threats and possession of drug paraphernalia.

Housman is being held at the Lincoln County Detention Center.

Investigation: No Wrongdoing in Shooting of Cody Park Bison

An investigation conducted by the North Platte Police Department has concluded that city officials were not guilty of any wrongdoing when they had a bison shot at Cody Park.

At a news conference Monday, Mayor Dwight Livingston said an investigation into the incident was requested by city administrators as soon as they became aware of the situation.

According to Livingston, a 1,675 pound bull bison had broken out of the secure enclosure designed for the herd.  Livingston said the bull and a calf were then able to roam the open area of the animal enclosure, which created a safety concern for other animals in the area, as well as for park personnel.

Livingston said Parks Director Lyle Minshull contacted Jason Trimble, who specializes in maintaining and raising a bison herd, a week prior to when the bull was dispatched.

Trimble advised that the city lacked the necessary equipment required to pick up and transport the bull alive.  He also stated that the cities facilities were inadequate to house the bull in it’s current location, and said attempting to move the bull would pose a safety risk to personnel.

At this time, the City decided to sell the bull to be harvested.

On January 28, 2014, at around 7:15 a.m., city officials along with Trimble met at Cody Park to remove a bison.

Livingston said the bull was dispatched with a shot from a 30.06 rifle to the head and taken to Paxton for processing.

Trimble wrote the city a check for $3,100 to purchase the bison.

Livingston said that while there is a city ordinance that prohibits the discharge of firearms within city limits, it does not apply to the carrying out of authorized business of this nature.

The Parks Department is researching and developing a written policy and procedure for the handling and care of park animals.

Officials said this is the first bison in the herd that has been removed since they were purchased in 2009.

Caffeine Common in Kids, Young Adults; Mainly Soda

soda(AP) — A new study says nearly 3 out of 4 U.S. children and young adults consume at least some caffeine.

For most, it comes from soda, tea and coffee. The rate didn’t budge much over a decade, although soda use declined and energy drinks became an increasingly common source.

That’s according to a government analysis of national health surveys from 1999 through 2010.

The research shows even most preschoolers consume some caffeine-containing products. But their average was the amount found in half a can of soda, and young kids’ overall caffeine intake fell during the decade.

The analysis is the first to examine recent national trends in caffeine among children and young adults.

The results were published online Monday in Pediatrics.

Neb. Sen. Chambers Keeps Focus on Animal Welfare

ernie-chambers(AP) — House pets, mountain lions and black-tailed prairie dogs have found a powerful advocate in Nebraska state Sen. Ernie Chambers.

Chambers has introduced legislation this year to protect dogs from neglectful owners and the prairie dogs from neighboring landowners — and he has chosen a mountain-lion hunting ban as his priority bill for the session.

The self-titled “Defender of the Downtrodden” says he’s trying to undo many of the bills that were approved in the Legislature during the four years after term limits forced him from office.

Chambers says he believes animals are entitled to protections against human cruelty. The 76-year-old says he always had an affinity for animals, once describing a miniature poodle owned by his assistant as “the best and truest friend I ever had.”

Neb. High Court Names Presiding Judge in Panhandle

judgeship(AP) — The Nebraska Supreme Court has named a new presiding judge for the 12th Judicial District in the Panhandle.

Judge Paul Wess will oversee the courts in 12 western Nebraska counties.

Wess was nominated by his fellow county court judges.

Wess just became a county judge last year. Before that, he practiced law in Chadron for over ten years.

Presiding judges oversee court services within their district and serve as the point of contact for state and local agencies. They’re also responsible for hiring and disciplining county court staff and setting local policies.
