Policeman Who Asked to Smell Woman’s Feet Arrested

handcuffsHOUSTON (AP) — Houston-area authorities say they believe a school district police officer who pulled over a motorist and then asked to smell her feet may have made similar demands of others.

Twenty-six-year-old Patrick Quinn is charged with two counts of “official oppression.” He’s free on $2,000 bond.

The Harris County district attorney’s office says Quinn stopped the woman in August and said he found marijuana paraphernalia. Authorities say Quinn told her he has a foot fetish and would release her if she let him smell her feet.

He later said he wouldn’t need to smell them if she gave him her underwear. Investigators say he then changed his mind and let her go.

Quinn has been suspended by the Cypress-Fairbanks school district.

A call to his attorney wasn’t immediately returned Tuesday.

Huron County Sheriff Kelly J. Hanson says a deputy answering a civil dispute call Oct. 20 found him in a bedroom at a home in Paris Township, 90 miles north of Detroit. Investigators say the cage’s door was chained shut.

Hanson says deputies arrested a 65-year-old female and a 66-year-old male resident of the house Monday evening. They’re jailed awaiting arraignment on unlawful imprisonment and vulnerable adult abuse charges.

Hanson says authorities removed three adults and two children from the home.

3 Officers Suspected of Sharing Nude Photos

US Official: Auto Safety Agency Under Review

NHTSAWASHINGTON (AP) — A senior Obama administration official says the “safety culture” of the federal agency that oversees auto recalls is being reviewed.

The agency has been criticized for not acting aggressively enough regarding recalls of millions of vehicles with defective air bags or faulty ignition switches.

The official says a team is examining risk management and the safety posture in general at the National Highway Traffic Safety Administration.

The official also says that further action is possible involving air bag inflators made by Takata Corp. The inflators can rupture, ejecting shrapnel in a crash. Recalls have been limited to vehicles registered in regions with high humidity, but millions more could be affected if recalls are extended nationwide.

The official requested not to be named as a condition of briefing reporters.

DALLAS (AP) — The hospital where a man diagnosed with Ebola died and two nurses were infected with the virus says its revenue and patient roles have plummeted.

Texas Health Presbyterian Hospital Dallas said in financial statements Wednesday that its revenue fell 25 percent in the first 20 days of October, shortly after Thomas Eric Duncan was admitted with Ebola.

The hospital says emergency room visits have fallen more than 50 percent, and its daily patient census fell 20 percent.

Presbyterian Hospital has been criticized for its initial care of Duncan, who was released after coming to the emergency room Sept. 25 with a fever and other Ebola symptoms. He returned three days later by ambulance and was diagnosed with the disease.

Its two infected nurses were transferred to other hospitals for treatment.
