UNO Student Accused of Pulling Knife on Another in Library

unoOMAHA, Neb. (AP) — A University of Nebraska at Omaha student has been taken into police custody after being accused of pulling a pocket knife on another student in the university’s library.

The university sent an email to faculty and students about the Wednesday morning incident.

The Omaha Police Department says 21-year-old Leo Labogen had been asked not to talk so loudly on his cellphone when he pulled the knife.

Other students tackled Labogen, who displayed another knife, and held him down until police arrived. Omaha police later took Labogen into custody on attempted felony assault and three counts of carrying a concealed weapon.

No one was injured during the incident, and the library remained open as usual throughout and after the incident.

UNO is providing counseling services for students disturbed by the event.

Omaha to Pay $350K for Suspect’s Hospital Stay

omahaOMAHA, Neb. (AP) — The city of Omaha will pay a $350,000 medical bill because police arrested a man while he was at a hospital for treatment of a gunshot wound.

City council members say they’re unhappy about approving a payment Tuesday to Alegent Creighton Health for the treatment of Brian Hanzlik-Stuart.

Hanzlik-Stuart was shot in October and taken to Creighton University Medical Center. Police learned he had two outstanding warrants.

A deputy city attorney said police initially didn’t know what role Hanzlik-Stuart played in the shooting, so they arrested him on the warrants.

He remained hospitalized through early December at a cost of around $700,000. Because he was in police custody and had no means to pay the bill, the city was charged half of the bill.

LINCOLN, Neb. (AP) — A man who was convicted of three separate killings has died at the Nebraska State Penitentiary in Lincoln.

82-year-old Clarence Victor suffered from a long-term medical condition. He died in the prison’s nursing facility at around 11 a.m. Tuesday.

Victor had been imprisoned since 1988. He’d been convicted of first-degree murder and sentenced to death for killing 82-year-old Alyce Singleton in her Omaha home in 1987.

In 2000 the Nebraska Supreme Court upheld a judge who resentenced Victor to life in prison under a law barring the execution of mentally disabled inmates. The judge accepted tests showing Victor had an IQ of 65.

Victor was convicted of manslaughter in 1964 and second-degree murder in 1976.

Topeka Man Charged with Conspiracy in Fort Riley Bomb Plot

WICHITA, Kan. (AP) — A Topeka man has been charged with conspiracy in a plot to bomb the Fort Riley military base.

A court document unsealed Tuesday but initially filed April 23 alleges Alexander Blair conspired with John T. Booker Jr. in the planned attack. Blair previously had only been charged with knowing about the plot but failing to report it to authorities.

His attorney, Christopher Joseph, acknowledges the new conspiracy charge is more serious, but won’t comment further.

The government alleges in the document that Blair gave money to Booker on March 17 to rent a storage unit in Topeka to store components he believed would be used to build an explosive device for the attack at Fort Riley.

Booker faces charges including attempting to use a weapon of mass destruction.

Jury Convicts 2nd Suspect in Western Iowa Slayings

jury-boxSIOUX CITY, Iowa (AP) — A jury has found a 20-year-old Denison man guilty of killing two elderly people and trying to burn their bodies.

Jurors delivered the guilty verdict Tuesday to Jayden Chapman, convicting him of two counts of first-degree murder and reckless use of fire in the deaths of 80-year-old Marvin Huesling and 81-year-old Alice Huisenga.

Chapman testified Monday in his own defense, saying he shot Huisenga because another man, 27-year-old Michael Schenk, gave him the gun. Chapman said Schenk threatened to kill him if he didn’t shoot.

Authorities say Schenk and Chapman shot the pair in March 2014 at a trailer home in Deloit and then set it on fire. Schenk was sentenced in March to two life terms for his role in the slayings.

Bill to Allow Lyft, Uber in Nebraska Moves Closer to Passage

Lyft ridesharingLINCOLN, Neb. (AP) — New rules that would let Lyft, Uber and other ride-hailing companies operate legally in Nebraska have advanced to a final vote in the Legislature.

Lawmakers gave the measure second-round approval on Tuesday. The bill by Sen. Heath Mello of Omaha follows months of negotiations.

The bill imposes requirements on drivers, the ride-hailing companies and insurers.

The companies have been operating unregulated in Nebraska for about a year despite warnings from the Department of Insurance and Department of Motor Vehicles.

Proponents say the companies provide a new transportation alterative in a state with limited and expensive options.

After final approval in the Legislature, the bill will go to Gov. Pete Ricketts.
