LINCOLN, Neb. (AP) — A Lincoln woman has been given jail time on meth and child abuse charges.

Lancaster County District Judge Andrew Jacobsen sentenced 23-year-old Clara De la Cruz on Monday to 210 days in jail. She is eligible for release after 113 days.

De la Cruz called 911 in June 2013 after her 1-year-old daughter was found unresponsive in an apartment bathtub. The child was hospitalized and survived.

Authorities say drug pipes and marijuana was found in the apartment. State officials removed the child and her 3-year-old sister from the home.

E-Cigarette Tech Takes Off as Regulation Looms

ecigaretteRICHMOND, Va. (AP) — E-cigarette technology is taking off and federal officials say the race to innovate could make creating standards the devices more difficult in the future.

The popular contraptions that heat a liquid to create vapor rather than burning tobacco have changed dramatically from those first introduced just a few years ago.

Instead of a small battery and plastic cartridge containing nicotine-soaked cotton, some now have computer chips to regulate puffs and temperature, track usage and talk to other electronic devices.

A fast-growing market and the possibility that they could be safer than regular cigarettes have some in the industry worried that regulation that’s too heavy-handed could stifle innovation and their businesses.

The Food and Drug Administration is currently weighing regulation for the devices but it’s unclear how quickly that will proceed.

High Court Backs Beatrice in Junk Cars Case

ne-supreme-courtBEATRICE, Neb. (AP) — Backed by a Nebraska Supreme Court ruling, officials say Beatrice will vigorously pursue $25,000 in fines levied against the owner of a parcel where junked vehicles were parked.

The court on Friday backed an earlier ruling by the Nebraska Appeals Court that the city didn’t violate the rights of the property owner. The landowner, Daniel Meints, had said a city officer needed a warrant to come onto Meints’ property to gather information about 10 junk vehicles that were parked there in 2011.

The Appeals Court said the city didn’t violate Meints’ rights because the vehicles were seen in an open field, so the officer had probable cause to investigate violations of the city’s code concerning junk vehicles.

Farm Field Moisture Detector May Go to Battlefield

UNLLINCOLN, Neb. (AP) — A Nebraska researcher says a high-tech, highly maneuverable tool developed to measure soil moisture in farm fields also can be deployed on battlefields.

Trenton Franz is an assistant professor at the University of Nebraska-Lincoln who also is affiliated with the University of Nebraska’s Water for Food Institute. Franz first developed the cosmic ray neutron rover to help farmers manage their water resources.

The device measures neutrons that escape from soil after cosmic rays reach the Earth’s surface. Some of the rays’ neutrons are absorbed, but the amount that escape depends largely on the soil’s hydrogen content, which is largely determined by the water moisture present.

Franz says his device could help the military make soil maps on the fly to better predict where heavy equipment could travel.

Religious Nonprofits Challenge Health Law

health_careDENVER (AP) — A group of faith-based religious organizations that object to covering birth control in their employee health plans told a panel of federal judges that they should be treated like religions and not be required to even file papers saying they don’t want to cover contraceptives.

But a lawyer for the federal government said Monday that would require officials to set up sort of a “detective agency” to determine whether employers aren’t meeting health insurance mandates because of religious beliefs.

The cases before the 10th Circuit Court of Appeals in Denver are the latest challenge the birth-control mandate in the federal health care law.

The religious groups aren’t required to cover contraception. But they say a government requirement that they affirm their religious objection makes them complicit in providing the coverage.

LINCOLN, Neb. (AP) — The body of a 28-year-old Lincoln woman missing since Thanksgiving Day has been found and a suspect has been arrested.

Kelsey Miller’s body was found Sunday in a self-storage unit in northeast Lincoln. Lincoln Police Chief Jim Peschong says her husband, Kevin Miller, had used the storage unit in the past but it was rented in the name of a friend. Peschong says the friend found the body and called police.

Marchers at US Capitol Protest Police Killings

WASHINGTON (AP) — Protesters carrying signs bearing names of black Americans killed by police have marched outside the U.S. Capitol to demand a human rights investigation.

About two dozen protesters were met by a line of police who stopped them from advancing toward the building Monday morning. The protesters stood side by side to mourn black Americans killed by police. They said they were seeking an international investigation of U.S. police violence.

A number of protests have been staged around the country following recent grand jury decisions not to indict white police officers in New York and Ferguson, Missouri, over the deaths of unarmed blacks.

Zoe Spencer, a Virginia State University associate professor and protest organizer, said the names and characters of victims have been dragged through the mud “to justify their own murders.”

Shouts of “Hands up, don’t shoot” began as protesters marched away from the Capitol but quickly changed to chants of “Fists up, fight back.”
