(AP) — Officials say at least 10 people have been hospitalized and others could be trapped after an explosion and partial building collapse at an Omaha animal feed processing plant.

Interim Omaha Fire Chief Bernie Kanger said he’s not sure how many workers could be trapped in the wreckage of the International Nutrition plant. The fire that followed the explosion around 10 a.m. Monday has been extinguished. Firefighters are gingerly searching the structure, fearing that more debris could rain down.

Kanger says one firefighter was among those injured. At least two of the injured were sent to a burn center in Lincoln.

Kanger declined to comment on possible fatalities. At the time of the blast there were 38 employees at work.

Study: Nearly Half of Black Men, 40 Percent of White Men Arrested by 23

jail(AP) — Nearly half of black men and 40 percent of white men are arrested at least once on non-traffic-related crimes by the time they turn 23. That’s according to a new study.

The estimates published this month by criminologists at the University of South Carolina and the University at Albany didn’t rely on arrest records but on an annual federal survey of 7,000 young people who answered questions from 1997 to 2008.

The authors found that by age 18, 30 percent of black men, 26 percent of Hispanic men and 22 percent of white men have been arrested.

By 23, those numbers climb to 49 percent for black men, 44 percent for Hispanic men and 38 percent for white men.

Lincoln Considers Stormwater Systems for Projects

city-of-lincoln(AP) — New developments in Lincoln would have to include stormwater management systems under a proposal the Lincoln City Council is expected to vote on next week.

The council could require new developments that are larger than one acre to install the systems to help slow water runoff, which may have urban pollution, such as animal waste or fertilizer.

The systems may include native grasses and ridges of soil that act like dams.

Ben Higgins, an engineer in the city’s watershed management division, says research shows it is more effective to have a number of small systems instead of one big system to address water quality.

Brad Hulse, of the Realtors Association of Lincoln, says he is concerned about cost.

Fire Code Violations Found at Lincoln Frat House

sigma-nu(AP) — Authorities say fire code violations have forced the banning of residents from a fraternity house at the University of Nebraska-Lincoln.

Fire Capt. Jim Bopp says a suspicious liquid was found in the Sigma Nu basement on Sunday afternoon, and there was a haze throughout the house when firefighters responded to an alarm.

UNL vice chancellor for student affairs Juan Franco says the house was a mess and that the frat likely will face university discipline. Several bottles of alcohol were found inside the house.

The 50 or so frat members are banned from the house until the code violations are corrected.

Some of the students have moved in with family and friends in Lincoln, and Franco says the university also offered the frat members some university housing in campus dorms.
