Missouri River reservoirs ready for spring runoff

OMAHA, Neb. (AP) — The officials who manage the reservoirs along the Missouri River say the system is in good shape to handle this spring’s runoff.

John Remus with the U.S. Army Corps of Engineers says the reservoirs are ready to reduce flood risk in the region even though runoff is expected to be slightly above average at 104 percent of normal.

Some of the Plains snowpack has already melted and entered the reservoir system because of recent warmer periods.

The releases from Gavins Point dam near the South Dakota-Nebraska border are expected to remain at winter levels of 18,000 cubic feet per second during February.

The Missouri River should have enough water for full-service navigation through at least the first half of the 2018 season.

Banker survey suggests economy remains slow in rural areas

OMAHA, Neb. (AP) — Declining numbers in a new monthly survey of bankers suggests the economy remains weak in rural parts of 10 Plains and Western states.

The overall economic index for the region dropped to 46.8 this month, compared with the December reading of 47.8. The November figure was 44.7. Survey organizers say any score below 50 suggests a shrinking economy in the months ahead.

The confidence index reflects expectations for the economy six months out, and it fell to 46.7 in the January survey from 51.2 in December.

However, Creighton University economist Ernie Goss says “year-over-year indices are trending higher.” The January number a year ago was 42.8.

Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

Nebraska mom accused of striking her 4 kids and choking 1

ALBION, Neb. (AP) — A trial has been scheduled later this month for an eastern Nebraska woman accused of striking her four children and choking one of them.

Court records say 28-year-old Casey Dodds, of Cedar Rapids, has pleaded not guilty to child abuse and strangulation. Her trial is set to begin Sept. 20 in Albion.

Her eldest child told authorities his mom struck him several times and the three other kids at least once in their faces on April 24 after she tried to take them to school in the middle of the night. The 10-year-old boy reported that his mom choked him for a time and struck him after he refused her order to tell people at school that one of his siblings had hit him.

Plattsmouth man ordered to pay restitution for check-kiting

OMAHA, Neb. (AP) — A 59-year-old Plattsmouth man has been sentenced to five years of supervised release and ordered to pay more than $833,000 in restitution to Plattsmouth State Bank for a check-kiting scheme.

Mark Tichner was sentenced in U.S. District Court in Omaha on Monday. He was also fined $50,000 at his sentencing.

He pleaded guilty in March to bank fraud.

Prosecutors say FBI investigators found Tincher used a fraudulent check-kiting scheme to float checks to the Plattsmouth bank, Arbor Bank, Murray State Bank and Glenwood State Bank between April 2010 and June 2010.

Prosecutors say Tincher used the scheme to artificially inflate bank balances for his business purposes.
