Nebraska Gets Plan for Easing Prison Crunch

prisonLINCOLN, Neb. (AP) — A research group says its $33 million plan to expand probation and other programs could save Nebraska more than nine times as much in prison construction and operation over the next several years.

The recommendations from the Council of State Governments Justice Center were presented on Thursday to top Nebraska officeholders, who are trying to reduce state prison overcrowding.

The Justice Center consultants say that in addition to expanding probation, the $33 million would be invested in parole and community treatment programs, oversight and evaluation. The consultants say such measures could reduce the prison population by 10 percent and avert spending $261 million on prison construction and $45 million in operational costs over the next five years.

Ricketts Announces Name of Janssen’s Successor

LINCOLN, Neb. (AP) — Gov.-elect Pete Ricketts has announced that a Dodge County cattleman will be replacing Sen. Charlie Janssen in the state Legislature.

Ricketts said Thursday night in Kearney, during the Nebraska Cattlemen’s annual banquet, that the post is going to David Schnoor, of Scribner. Schnoor was one of five people who applied to replace Janssen. Janssen, a Fremont Republican, beat Sen. Amanda McGill to become the next Nebraska auditor.

Ricketts says Gov. Dave Heineman will be making the appointment.

Hershey Man Arrested for Driving Wrong Way Down I-80 While Drunk

Motorist reports of a pickup headed the wrong way on Interstate 80 in Lincoln County led to the arrest of a Hershey man for Second Offense Driving Under the Influence (DUI).

Just before 5:00 a.m., Tuesday, Dec. 9, the Nebraska State Patrol Troop D- North Platte communications received several calls from motorists of a pickup traveling eastbound in the westbound lanes of Interstate 80 between Hershey and North Platte.

A trooper was able to locate and stop the vehicle. Upon contact with the driver the trooper smelled a strong odor of alcohol.  The driver of the vehicle, Kenneth Morrison, 25, of Hershey, was arrested and lodged in the Lincoln County Jail on a charge of Second Offense Driving Under the Influence.

“Fortunately we were able to take this driver off the road before he harmed himself or someone else,” said Colonel David Sankey, Superintendent of the Nebraska State Patrol. “We want to thank the motorists who called, and encourage the reporting of impaired or reckless drivers.”

Beginning December 12-through-Jan. 1, 2015, the Nebraska State Patrol will take part in the national “You Drink & Drive You Lose” enforcement campaign. Troopers and communications specialists will work overtime hours during the holiday time period in an effort to help reduce the potential for serious injury and fatality crashes by removing impaired drivers from our roadways.

Motorists wanting to report an impaired or reckless driver can call the NSP Highway Helpline when safe to do so, at (star) *55 from any cellular phone or 1-800-525-5555 from any landline. Emergencies should be reported to 911.

McNea Named CEO of Great Plains Health

By unanimous vote last evening, the Great Plains Health Board of Directors has appointed Mel McNea, MHA, to serve as the new chief executive officer to lead the health system. McNea will begin his role immediately.

In April, the board hired Community Hospital Corporation to assist in the CEO search process. The eight-month search brought a total of 45 candidates from across the nation.

“We were very pleased with the caliber of applicants we had for the position,” said David Pederson, Great Plains Health board president. “In the end, our decision came down to who could take our organization to the next level. Mel undoubtedly possesses the vision and values that we expect of a CEO. He brings consistency and stability to an organization that is moving rapidly on many fronts.”

McNea joined Great Plains Health in 1987 as the director of diagnostic imaging, leading the radiology department through tremendous growth in volume and changes in technology and process improvement. He was selected for the prestigious Caring Kind award by the Nebraska Hospital Association in 1998. In 2004 he was promoted to vice president of operations, and he was promoted again in 2009 to chief operating officer. He has served as interim CEO twice — once in 2008 and again in 2014.

“Mel has led the Great Plains Health system through a period of unprecedented growth and expansion. His leadership has produced many successful projects, including the addition of a heart and vascular program, the $100 million patient tower construction project scheduled for completion in August, the development of the Great Plains Physician Network, a spine surgery center and the first mobile CT program in western Nebraska,” said Pederson.  

Names Forwarded for Nebraska Judgeship Opening

judgeshipGRAND ISLAND, Neb. (AP) — The names of three people have been forwarded to the governor for his consideration in filling a judgeship opening in south-central Nebraska.

A judicial nominating commission has nominated Thomas Klein, of Wahoo; John Marsh, of Kearney; and Mark Young, of Grand Island. Eight people applied for the vacancy created by the retirement of Judge James Livingston.

The opening is in the 9th Judicial District, which consists of Buffalo and Hall counties.

42.9 Million Americans Have Unpaid Medical Bills

Medical-ChartWASHINGTON (AP) — A new government report shows that nearly 20 percent of U.S. consumers — nearly 43 million people — have unpaid medical debts.

The findings from the Consumer Financial Protection Bureau suggest that many Americans are being trapped by debt because they are confused by the notices they get from hospitals and insurance companies about the cost of treatment.

As a result, millions of Americans may be surprised to find they are stuck with lower credit scores, making it harder for them to borrow to buy a home or an automobile.

The report by the federal regulator indicates that much of this trouble could be avoided. About half of consumers who only carry medical debt have no other signs of being under financial distress.

Construction to Close Section of Leota Street

road-workContinued construction at Great Plains Health will force the closure of a section of Leota Street.

According to the City of North Platte, Sampson construction, the contractor performing work on GPH, will be closing Leota Street at Oak Street, and continuing east past the main entrance of the hospital.

The street will be closed Tuesday December 16, from 2:00 p.m. until 5:30 p.m., and again on Wednesday, December 17, from 6:00 a.m. to 10:00 a.m.

Officials say delays should be expected, and motorists are advised to use an alternate route.

City officials ask that the public use caution around the construction area.
