NP Man Charged with Felony Assault, Child Abuse, Other Felonies

A North Platte man is in jail on multiple felony charges after he allegedly roughed up his girlfriend and one of her children.

According to Officer Rodney Brown, North Platte police responded to the report of a fight in progress at an apartment in the 1100 block of South Tabor at around 9:15 pm. on Wednesday.

Brown said officers had been to the same residence earlier in the evening due to a noise complaint, but left after resolving the issue.

Upon arrival, a 40-year-old female told officers that her boyfriend, Johnny Castro, had been abusive to her and her three children, ages 10, 12 and 15.

The victim alleged that Castro had pulled her hair, pulled her to the ground and struck the 12-year-old in the face.

As a result, the victim notified her relatives, 26-year-old Kenneth Delso and 21-year-old Edward Delso.  Brown said the Delsos went to the apartment and confronted Castro, where the three men became engaged in a mutual fight.

Following the fight, Castro allegedly grabbed a large knife, brandished it at the Delsos and threatened to kill them.

After further investigation, officers determined there was probable cause to arrest Castro for felony terroristic threats, use of a weapon to commit a felony, felony child abuse, cruelty toward a child, disturbing the peace and 3rd degree mutual assault.

Castro was jailed at the Lincoln County Detention Center after being medically cleared by staff at the GPRMC ER.

The Delsos were both cited for 3rd degree mutual assault.

Nebraska Lawmakers Advance Prison Reform Bills

prison(AP) — Supporters of proposed changes to Nebraska’s prison system argue that providing more services to inmates can help reduce recidivism and lead to a drop in the state’s prison population.

Lawmakers Wednesday advanced a bill designed to address overcrowding in the state’s prison system. The bill faces two more votes in front of the Legislature.

Nebraska’s prisons were at 156 percent of their capacity as of Feb. 28.

The bill would increase funding for vocational training, mental health and substance abuse services.

Lawmakers also advanced a bill that would study the creation of a facility in Hastings designed to serve mentally ill inmates and to provide drug and alcohol treatment. That bill also faces two more votes in front of the Legislature.

Nebraska State Patrol Reaccredited by National Law Enforcement Group

NSP(AP) — The Nebraska State Patrol has been reaccredited by a national law enforcement group.

The Commission on Accreditation for Law Enforcement Agencies says the Nebraska Patrol earned its gold standard accreditation with excellence.

The Nebraska State Patrol had to show that it complied with nearly 500 standards the national group has set for law enforcement agencies.

State Patrol Superintendent Col. David Sankey says he’s proud of the accomplishment.

The accreditation is valid for three years as long as the Nebraska State Patrol continues to comply with the group’s standards.

The Nebraska State Patrol was first accredited in 1989.

Neb. E-Book Buyers Will Share in Settlement

(AP) — Some Nebraska consumers who overpaid for e-books will be compensated as part of a $166 million settlement.

Nebraska Attorney General Jon Bruning said Tuesday that people who bought certain electronic books between 2010 and mid-2012 may receive payment.

Nebraska consumers are expected to share $837,289 from the settlement with five e-book publishers.

The 33 attorneys general who sued say several publishers conspired to raise e-book prices for all consumers and eliminate price competition.

More compensation is possible if a judge decides that Apple should pay consumers for its role in setting e-book prices.

This settlement is with publishers Harper Collins, Hachette, Simon and Schuster, MacMillan and Penguin.

NP Woman Jailed on Assault, Drug Charges

A North Platte woman is in jail after a domestic disturbance led to the discovery of prescription drugs.

At around 2:00 a.m. on Wednesday, officers with the North Platte Police Department responded to a domestic disturbance at the Arrowhead Motel, 820 South Bailey.

Upon arrival, a 50-year-old male victim told officers that his girlfriend, 46-year-old Claudette Philbrick would not leave the room following an argument and assaulted him.  He alleged that Philbrick choked him and injured his arm during the struggle, according to Officer Rodney Brown.

Following further investigation, officers determined that there was probable cause to arrest Philbrick for 3rd degree domestic assault, a Class I misdemeanor.

Philbrick was transported to the Lincoln County Detention Center, where a search of her person revealed a prescription drug containing  Codeine, and the prescription drug Phenytoin Sodium, an anti-seizure medication.  Brown said Philbrick did not have a prescription for either drug.

In addition to the assault charge, Philbrick was also charged with possession of a controlled substance, a Class IV felony, and possession of a legend drug, a class III misdemeanor.

Arrests Made in Death of Broken Bow Toddler

Jail-Bars-and-Cuffs_mediumAn investigation into the November 2013 death of a 20-month old boy has led to the arrest of two Broken Bow women on charges of Second Degree Murder and Child Abuse Leading to the Death of a Child.

On Sunday, November 17, 2013, Noah J. Pryce, 20 months, of Broken Bow, was transported by ambulance to Jennie M. Melham Medical Center in Broken Bow.  At that time the Broken Bow Police were notified that a head injury sustained by the toddler was suspicious in nature.  After being transferred by medical helicopter first to Good Samaritan Hospital in Kearney and then to the University of Nebraska Medical Center (UNMC) in Omaha, Noah Pryce died of his injuries on November 22, 2013.

On November 24, the Nebraska State Patrol became the lead agency in the continuing investigation into the death of Noah Pryce. Through the investigative process it was determined the toddler suffered a life threatening injury on Sunday, November 17, while in the care of Brittney Pryce and Diane Hill.  Brittney Pryce and her husband Richard Pryce were the guardians of Noah Pryce who was a ward of the State of Nebraska.  The investigation concluded the injuries suffered by the toddler occurred at the Pryce home, 1338 South E Street, in Broken Bow.

Brittney Pryce,23, and Diane Hill, 50, were taken into custody on March 25, 2014, and were lodged into the Custer County Jail on charges of Second Degree Murder and Child Abuse Leading to the Death of a Child, both Class IB Felonies.

Suicide Prevention Bill for Neb. Schools Advances

highschool(AP) — A bill that would require suicide awareness and prevention training for Nebraska public-school employees has won initial approval in the Legislature.

Senators voted 29-0 on Tuesday to advance the measure. The bill would require at least one hour of training for school nurses, teachers, counselors, psychologists, administrators, social workers and other personnel.

It also would create a state-level school security director. The director within the Department of Education would provide and guidance and support to local school districts. Districts would have to provide the director with school safety plans.

The bill combines proposals by Sens. Amanda McGill of Lincoln and Rick Kolowski of Omaha.

2 Neb. Counties Get Livestock Friendly Designation

livestock-friendly-county(AP) — Two more Nebraska counties have been designated as livestock friendly in the state.

Gov. Dave Heineman said in a news release Tuesday that Dawson and Merrick counties are the latest counties to receive the designation through the state Department of Agriculture. There are now 26 counties with such designation.

Both counties will receive road signs to promote the program along highways.

Heineman said in the release that the designation is a way to recognize the positive impacts of the livestock industry.

Counties interested in receiving the designation must apply through the agriculture department.
