Kansas authorities located 16-year-old Sarah Piccolo in Washington County after she had car trouble.

Piccolo is suspected of stabbing 17-year-old Ellen Kopetzky in the bathroom at the school.

(AP) — Nebraska Gov. Dave Heineman has issued an emergency declaration for parts of the state affected by tornadoes and other severe weather.

Heineman announced the declaration Monday, and called the damage “extensive.” He toured tornado damage in Wayne over the weekend.

Multiple tornadoes hit northeast Nebraska over the weekend. Several inches of snow also hit the Nebraska Panhandle. Lt. Gov. Lavon Heidemann and emergency officials will tour some of the damage in the northwest part of the state on Tuesday.

Officials also say local ranchers have reported heavy cattle loss due to freezing conditions, but additional information was not available.

People Venture Out After Record Autumn Snowfall

south-dakota-snow(AP) — Residents in the Black Hills of South Dakota are navigating through a sloppy mess today after warmer temperatures began melting record snowfall, leaving standing water on plowed roads.

Law enforcement officials say they’ve caught up on emergency calls from the storm, and now authorities are focusing on removing snow and debris and restoring power.

But some people venturing out in the warmer weather have wound up getting stuck on unplowed roads, impeding recovery efforts.

The storm dumped 4 feet of snow near Deadwood and 3.5 feet near Lead, and reports of 20 or more inches were common throughout the Black Hills.

Rapid City’s 21½ inches of snow was a record for both a 24-hour period in October and the entire month.

Boston Marathon Bombing Victims Learning to Run Again

boston-injuries(AP) — Victims of the Boston Marathon bombing and other amputees are learning how to run again.

In a clinic at Harvard University on Sunday, several victims of the April 15 explosions were trying to run on new prosthetic legs.

Two-time Boston Marathon winner Joan Benoit Samuelson told them “There is no finish line.” She encouraged them to meet their challenges and look for new ones.

Heather Abbott lost part of her left leg in the explosion. She was fitted with a running prosthetic on Saturday and was trying it out in the rain a day later. She stopped part of the way through to check for blisters, but she had none.

The clinic was run by the Challenged Athletes Foundation, which provides equipment and training for amputees to participate in sports.

Government’s Work Stacking Up as Shutdown Enters Week 2

(AP) — Because of the partial shutdown, government’s work is piling up everywhere. It’s not just paperwork.

Litter lingers on sandbars along a stretch of the Missouri River in Nebraska because a volunteer clean-up was canceled when the government docked its boats. The Centers for Disease control has a backlog of food poisoning microbes that can’t be checked because so many scientists are furloughed.

And one woman is keeping a bald eagle in her freezer. Wendi Pencille (pen-SEAL) tends to injured birds in her upstate New York home. When a bald eagle dies, she sends the remains to a special eagle repository near Denver that ships feathers to Indian tribes for sacred ceremonies.

But the federal bird shippers are furloughed while much of the government, like her fallen eagle, is on ice.
